Summary

The Department of Finance and Administration Local Revenue Office Manager is responsible for overseeing a large county revenue office staff and completing daily reports on business activities. This position is governed by state and federal laws and agency/institution policy.

Functions

Supervises a large administrative support staff in a large county revenue office, including assigning and reviewing work, interviewing, making recommendations for hire, evaluating the performance of incumbents, and training new employees. Calculates and collects monies for sales/used tax, motor vehicle registrations, drivers' license fees, and real estate documentary stamps and assists with enforcement of personal property assessments and tax collections for all 75 counties. Performs internal office operations by ordering and receiving incoming supplies and inventory, processing office mail, reconciling daily transactions and monies, processing and mailing daily reports, verifying inventory sold/issued, preparing, entering, and balancing daily deposits and petty cash fund, and making daily deposits. Assists taxpayers by providing and interpreting technical and/or legal information regarding laws and regulations of licensing and other transactions. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of supervisory practices and procedures. Knowledge of general office management practices. Ability to plan, organize, and direct the work of lower-level supervisors and/or subordinates. Ability to operate standard revenue office equipment, including a camera, vision testing equipment, and a computer terminal. Ability to calculate taxes, fees, and penalties and collect and account for funds. Ability to balance cash received with transactions recorded and compile reports on daily office activity. Ability to convey and exchange information related to Revenue Department policies, procedures, and services.

Minimum Qualifications

The formal education equivalent of a high school diploma; plus five years of experience in providing revenue office services, cashiering, document examination, bookkeeping, customer services, or a related field; including one year in a supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
