***The Administrative Analyst will funcation as the Division of Services for the Blind (DSB) Statistician. It is a statewide position that can operate from any of the Division of Services for the Blind General Field Services locations across the State of Arkansas.
Key Business Processes/Duties
- Using statistical software such as Excel, Access, Tableau, reports, AWARE, and other methods used by the Statistician to gather, develop, and interpret statistical information.
- Creates and maintains complex databases that run queries and gathers and compiles data for reporting purposes.
- Acquires and maintains a comprehensive understanding of the Rehabilitation Services Administration (RSA) coding and reporting policies.
- Format data to develop and prepare agency, departmental, state, and federal reports according to policy and procedures.
- Analyzes data and writes narrative summaries for various comprehensive reports explaining findings and interpreting results.
- Design the final layout of some reports and ensure their accessibility.
- Coordinate with the Database Administrator any data errors.
- Stays abreast of changing federal and state policies concerning mandatory reports emphasizing coding changes, reports expiration dates, and meeting deadlines.
- Recommends changes to AWARE to the Database Administrator as necessary.
- Archives, protects, and oversees timely destruction of confidential and other records in compliance with departmental and federal policy.
- Completes related tasks as assigned.
- Monitors results of reports, concentrates on weaknesses found with documentation, and instructs to staff to ensure proper documentation for compliance with federal, state, and agency guidelines.
- The Statistician has a clear understanding of reporting procedures and can convey these procedures to staff.
- The Statistician interacts regularly with agency, departmental, and federal personnel obtaining and providing pertinent information and other services, attending meetings, and facilitating the progress of section and agency goals.
- Networks with peers in other states to stay abreast of the "best practices” in management of data required for federal and other reporting.
- Perform other duties as assigned.

Summary
The Administrative Analyst is responsible for conducting special research studies, analyzing data, preparing statistics, making recommendations based on research findings, and monitoring and coordinating project/program activities. This position is governed by state and federal laws and agency/institution policy.
Functions
Conducts special studies such as systems and cost analysis, feasibility and effectiveness of agency/institution programs, and the identification of and solution to problem areas. Assists in the development of project goals and objectives. Plans, organizes, and schedules project/program implementation phases and procedures and develops monitoring and reporting systems to measure project effectiveness. Researches and analyzes data pertinent to work programs and goals and objectives and prepares reports explaining findings and recommendations. Develops or revises agency/institution policies, procedures, programs, and directives based on research findings. Develops handbooks and manuals for participant use and conducts workshops to educate personnel on new systems, policies, and procedures. Evaluates existing programs by gathering information, reviewing files, researching policy, directives, and regulations, conducting surveys and interviews, and contacting agencies/institutions in other states concerning their programs. Composes correspondence and responses to written inquiries and interprets agency administrative directives, policies, and procedures to ensure consistent application. Acts as liaison to other programs, departments, or agencies/institutions and provides guidance in areas of expertise. Performs other duties as assigned.

Minimum Qualifications
The formal education equivalent of a bachelor's degree in public administration, general business, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
