Position Summary

 

The Field Manager II will serve as the Systems Support Manager. This position provides vital support for systems-related projects, serving a key link between users, internal teams, and technical staff.  It also helps ensure that systems function effectively, users receive timely support and training, and technology initiatives are implemented smoothly across the agency. This role supports internal and external stakeholders for systems coordination.

Minimum Qualifications

 

The formal education equivalent of a bachelor's degree in general business, management, public administration, or a related field; plus, four years of experience involving DWS programs or a related field.

 

Preferred Qualification

 

  • Proven experience (3-5 years) using agency systems (Arkansas JobLink, Tableau, Civiform, Launch, and others) that are used for service delivery.
  • Expertise in tools like Google Analytics, AdWords, social media management platforms, and content creation tools.
  • Strong understanding of audience segmentation and engagement techniques.
  • Excellent communication, organizational, leadership (2-4 years supervisory experience) and project management skills.
  • Ability to adapt strategies to meet the needs of diverse audiences.

 

Knowledge, Skills, and Abilities

  • Proficient in Microsoft Office, SharePoint, and design/video tools, and photography.
  • Familiarity with user training and creating training documents.
  • Strong communication skills, with the ability to explain technical concepts in simple, clear language.
  • Excellent organizational and time-management skills; able to manage multiple tasks and prioritize effectively.
  • Strong attention to detail, especially in documenting processes, identifying system issues, or updating user materials.
  • Ability to create easy-to-follow training and support materials for users.
  • Ability to work collaboratively with diverse teams, including technical staff, users, and leadership.
  • Ability to adapt to new systems and processes quickly and effectively.
  • Ability to gather feedback from users and communicate it to support teams.
  • Ability to troubleshoot and resolve common user issues with professionalism and patience.
  • Ability to take initiative and work independently while staying aligned with strategic guidance.
  • Ability to establish comprehensive organizational systems and strategies and to direct operations through subordinate managers.

Job Responsibilities and Expected Results

 

  • Collaborate with internal departments and external partners to ensure systems are working as intended and meet user needs.
  • Support the implementation and rollout of new systems or updates by coordinating logistics, preparing documentation, and assisting with training.
  • Provide responsive support to both internal staff and external users, helping troubleshoot system issues and communicate solutions clearly.
  • Gather user feedback and report findings to leadership and partners to improve system usability and adoption.
  • Coordinate with partners to create training resources-such as how-to guides, FAQs, or plan virtual meetings-to help users feel confident using our systems.
  • Maintain clear, user-friendly documentation for ongoing reference.
  • Assist with the development of outreach materials for various Employment & Training programs.
  • Collaborate across departments to ensure outreach and system efforts are aligned and effective.
  • Other duties as assigned.

Summary

The Department of Workforce Services (DWS) Field Manager II is responsible for directing the operation of a DWS local office or an Arkansas Workforce Center. This position is governed by state and federal laws and agency/institution policy.

Functions

Supervises professional and clerical staff, by interviewing, hiring, approving/disapproving leave requests, administering discipline, and evaluating the performance of subordinates. Administers and ensures compliance in the Employment Service, Unemployment Insurance, Transitional Employment Assistance, Work Pays, Trade Adjustment Assistance, Veterans Program, Dislocated Workers Program, Work Opportunity Tax Credit, and other Department of Workforce Services Programs by attending meetings on new policy and procedures of programs, and interpreting and communicating changes to staff. Maintains a good working relationship with employers, community organizations, partner agencies, and the public, by speaking to employers and community groups, resolving complaints, and providing information. Directs overall operations of a DWS local office, to coordinate delivery of services, by managing resources and planning and reviewing staff work assignments and activities. Monitors the financial operation of the local office by analyzing monthly financial data pertaining to expenditures, approving travel expense vouchers, and reviewing purchase requisitions. Writes and compiles correspondence and reports regarding local office operations by completing forms and reviewing reports. Serves on boards of local community action agencies, advisory committees, chambers of commerce, and workforce boards. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of supervisory practices and procedures. Knowledge of United States Department of Labor statutes and regulations and State of Arkansas laws, rules, and regulations governing DWS programs and services. Knowledge of the principles and practices of organizational management. Knowledge of general office practices and procedures. Ability to compile data and prepare written reports. Ability to make public presentations. Ability to plan work unit objectives and operational activities and to assign and direct the work of subordinates. Ability to interpret and apply DWS laws, regulations, and procedures for the various programs administered.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in general business, management, public administration, or a related field; plus four years of experience involving DWS programs or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
