The Rehabilitation Director – Program, Planning, Development and Evaluation is responsible for management and oversight of staff to assure program compliance with federal and state regulations. This position is governed by state and federal laws and agency policy.


Establishes goals, objectives, and short and long range plans and projects and develops and reviews operating program policies and procedures. Interviews and selects managerial, professional, and administrative support staff, provides training opportunities, and evaluates the performance of program staff. Reviews and evaluates program effectiveness and compliance, implements and monitors corrective action, and interprets federal and state laws and regulations. Provides direction to program administrators and coordinators within the section by analyzing operations and activities, providing feedback regarding needs, improvements, and accomplishments, and reviewing and developing program plans and schedules. Participates in and coordinates program activities regarding planning and evaluation of contract development, grants management needs, problems, and progress and provides assistance to agency heads and other state and federal personnel. Responds to requests for information from executive and legislative officials and serves on committees or task forces to express ideas and needs or provide recommendation and solutions. Reviews drafts of legislation and policy, identifies section needs, monitors and approves expenditures, and prepares and presents division or program information and proposals. Reviews and approves various managerial and staff recommendations and administrative actions. Performs other duties as assigned.


Knowledge, Skills and Abilities

Knowledge of principles and practices of organizational management. Knowledge of state and federal laws related to rehabilitation and rights of disabled. Knowledge of departmental program operations and procedures and grants management. Knowledge of both disability and vocational rehabilitation counseling and mandated case management techniques. Knowledge of long-range planning techniques. Ability to plan work unit and operational activities and assign and direct the work of subordinate supervisor. Ability to interpret and apply state and federal laws and regulations relating to program and operating functions. Ability to analyze and evaluate program and operating effectiveness. Ability to coordinate staff services activities Ability to produce written reports and strategic planning.

Minimum Qualifications

The formal education equivalent of a bachelor’s degree in public administration, general business, or a related area; plus five years of experience in rehabilitation grants management activities, including two years in a supervisory or leadership capacity.
