Summary

The Public Service Commission (PSC) Public Utility Auditor is responsible for regulating utility rates and services by investigating utility rates and quality of service. This position is governed by state and federal laws and agency/institution policy.

Functions

Reviews applications requesting rate increases by comparing applications with the minimum filing requirements specified by PSC and proposing audit plans for a full investigation of financial information. Conducts audits by examining, analyzing, and interpreting a utility company's financial information presented in each filed rate case application. Ensures utility company's adherence to the Uniform System of Accounts of the Federal Energy Regulatory Commission, the Federal Communications Commission, the Rural Utility Service, and the National Association of Regulatory Utility Commissions. Analyzes and interprets accounting, financial, and economic information related to rate of return on utility investments, capital recovery schedules, revenues and expenses, plant, cost allocations, rate design, and utility operations. Participates in hearing preparation and testifies in hearings as an expert witness. Performs other duties as assigned.

Knowledge of the principles of accounting. Knowledge of audit standards and procedures. Knowledge of utility accounting practices and regulations. Ability to interpret and apply rules, laws, and policies. Ability to compile supporting documentation and prepare narrative and financial reports Ability to present testimony as an expert witness.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in accounting or related field; plus two years of experience in auditing or financial analysis. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
