Job Summary

The State Fire Marshal is a high-level public safety official responsible for enforcing state fire codes, investigating fire incidents, overseeing fire prevention programs, and developing strategies to minimize fire-related hazards across the state. This role requires collaboration with local fire departments, building officials, and state government agencies to ensure that fire safety standards are unvaryingly maintained. In addition to field investigations and inspections, the Fire Marshal acts as an expert resource in the development of fire safety regulations, policy implementation, and public education initiatives.

Primary Responsibilities

Develop, implement, and enforce fire and building codes, ensuring that new constructions and existing structures comply with current safety standards. Organize and conduct comprehensive inspections, plan reviews, and compliance audits of public and private facilities. Issue permits and citations as mandated by state fire codes and regulations. Lead and oversee investigations of fire incidents, determining origin and cause, and compiling evidence for potential criminal or civil proceedings. Collaborate with law enforcement and other investigative agencies on complex fire-related cases. Prepare clear and detailed reports for use in legal and policy-making processes. Assist in drafting and revising fire safety regulations and related policies to address emerging risks and incorporate technological advancements in fire prevention. Develop strategic plans and budgets for fire prevention initiatives and educational campaigns. Serve as a key advisor to state government officials and legislative bodies on fire safety matters. Design and implement training programs for fire inspectors, local fire marshals, and emergency responders, ensuring continuous professional development. Conduct public education sessions and outreach programs to raise awareness about fire prevention, evacuation planning, and safety best practices. Represent the state at regional and national conferences, interagency meetings, and public forums to share best practices and update participants on regulatory changes. Act as a liaison between state government agencies, local governments, and private organizations to harmonize fire safety protocols and emergency preparedness efforts. Supervise and mentor a team of fire inspectors, investigators, and administrative personnel, ensuring effective program management and accountability. Oversee data collection and analysis regarding fire occurrences and code violations to inform future policy and prevention strategies.

Knowledge and Skills

The State Fire Marshal customarily reports to the state’s top fire safety official or an equivalent high-level department authority. This role requires frequent collaboration with state government legislators, local government officials, and other public safety agencies. Strong problem-solving skills with the ability to analyze complex fire investigation data and make timely decisions in high-pressure situations. Excellent oral and written communication skills, capable of clearly conveying technical information to varied audiences including government officials, local agencies, and the public. Demonstrated ability to lead, mentor, and manage a variety of assorted personnel, ensuring adherence to pre-determined regulatory standards and successful implementation of fire prevention programs. Familiarity with modern fire safety technologies, data management systems, and digital reporting tools is required to maintain accurate records and support decision making.

Minimum Qualifications

Minimum of eight (8) years of progressive experience in fire service roles, with a demonstrable record in fire inspections, investigations, and prevention strategies. Experience at a supervisory level is essential.

Proven experience in managing teams, developing fire safety policies, and coordinating with multiple government agencies. Experience in a state or large regional government role, or comparable private-sector experience in fire safety compliance.

Practical knowledge of fire protection systems, building code requirements, and state regulations.

Experience in budget preparation, grant writing, and strategic planning.

Completion of specialized training programs such as Incident Command System (ICS), Hazardous Materials (HazMat) awareness, and advanced fire investigation techniques.

Professional certifications (e.g., Certified Fire Investigator, National Fire Protection Association certifications) may be required to demonstrate advanced knowledge and commitment to fire safety standards.
