Roles and Responsibilities: The working title of this position is Recovery Branch Manager. This position will advise the Recovery and Resilience Deputy Director/State Coordinating Officer on all disaster recovery matters and provide program recommendations. The position is responsible for the supervision of branch staff and the completion of program recommendations. This position is responsible for the supervision of branch staff and the completion of annual evaluations. This position is responsible for planning, administering, and monitoring the State and Federal disaster recovery operations and grants. This position will ensure that all state and federal grant programs are in compliance with all state and federal laws, regulations, and policies, and that they comply with the administrative and audit requirements of 44 CFR and 2CFR. This position is responsible for the preparation and coordination of preliminary damage assessments, Governor's disaster proclamations and executive orders, and Presidential letters requesting emergency and/or major disaster declarations. This position is responsible for maintaining the budget and state requirements of the Governor's Response and Recovery Fund. The Recovery Branch Manager must have the ability to review and audit grant documentation, request and administer grant funding, and coordinate site inspections. This position coordinates and effectively communicates both verbally and written with disaster applicants, and local, state, and federal officials as necessary on disaster-related needs or guidance. Provides guidance and technical assistance to applicants, ensures that all quarterly report and administrative plans are complete, and coordinates the on-going progress of recovery planning. Applicants must be available 24/7/365 for disaster recovery/emergency operations and will support the activation of the State Emergency Operations Center (SEOC) working extended shifts as necessary during SEOC activation and response. Frequent in-state and out of state travel for training, seminars, conference and disaster related duties, with possibility of extended periods away from home is associated with this position. This position must also perform other duties as assigned.
Three (3) years supervisory experience, which includes employee evaluations. Excellent customer service, communication, interpersonal, leadership, coaching, and conflict resolution skills. Excellent time and project management skills. Experience in developing and monitoring grant programs and projects, and knowledge of grant and budget transactions. Applicants must be available 24/7/365 for disaster recovery/emergency operations. Experience in State and Federal grants and budgets and the ability to understand and correctly interpret written guidance and policy documents. Ability to analyze processes and information, identify problems, and develop effective solutions and strategies. The applicant should have strong computer skills and be proficient in the use of Microsoft Office Suite (Microsoft 365).

Minimum Qualifications
A bachelor’s degree in business administration, public administration, accounting, or a related field preferred. Five years of experience in grants management or related with at least two years in a supervisory or expert capacity.
