ROLES AND RESPONSIBILITIES:

The working title of this position is Mitigation Officer. This position assists local jurisdictions in the development and update of hazard mitigation plans and reviews hazard mitigation plans to ensure compliance. This position promotes community resiliency by assisting communities in identifying their risks, developing long-term strategies, and securing grant funding to carry out mitigation projects that will minimize the impact of disasters. Mitigation Officers work closely with FEMA in the preparation and maintenance of mitigation grant applications, management of sub-awards and grant compliance documentation, and reporting, and closeout. The position meets with local jurisdictions to conduct applicant briefings, administrative meetings, mitigation plan development meetings, and project site visits. This position will act as a subject matter expert on hazard mitigation planning. Some in state and out of state travel is associated with this position. Activation as a member of the Arkansas Emergency Operations Center may be necessary in the event of a major emergency. This may alter or totally change previously established duties and work schedules until the emergency is over.

PREFERRED QUALIFICATIONS: Successful applicant will provide excellent customer service and ability to work in a team environment. Strong computer and accounting skills to include Microsoft products. Experience in program and/or grant management. Ability to understand and correctly interpret written guidance and policy documents. Ability to effectively communicate both verbally and written with experience in public speaking/presentations. Emergency Management experience.

Job Summary

The Grants Analyst is an entry-level position responsible for providing research, analysis, and administrative support to the grants team. The Grants Analyst assists in the preparation of grant proposals, reviews financial data, and ensures compliance with grant guidelines. This role is critical to ensuring that grants are managed effectively from application to post-award compliance.

Primary Responsibilities

Assist in researching and identifying potential grant funding opportunities. Support the preparation and submission of grant applications and proposals. Assist in reviewing and processing financial data related to active grants, ensuring compliance with relevant regulations. Maintain records of grant applications, awards, and status reports in the grants management database. Prepare routine reports on grant performance, budget compliance, and timelines. Assist in the preparation of budget proposals and financial documentation for grant applications. Perform other administrative duties as needed in support of the grants team.

Knowledge and Skills

Basic understanding of grant management processes and principles. Strong analytical skills and the ability to research and interpret grant guidelines and funding opportunities. Excellent written and verbal communication skills. Strong organizational skills with attention to detail. Proficiency in Microsoft Office Suite, particularly Excel for data analysis.

Minimum Qualifications

A bachelor’s degree in business administration, public administration, accounting, or a related field preferred. One year of experience in grants management or related administrative support roles.
