Applicant must be available for disaster duty at any time. Twelve-hour work schedules are possible and all ADEM positions are subject to 24-hour on-call duty in the event of an emergency or disaster.
Roles and Responsibilities: Supervises 2 CDL licensed truck drivers and review/approve their travel arrangements, schedules, and all related travel documents, including maintenance records on all rolling stock used for property retrieval. This also includes maintenance scheduling an approving emergency over the road repairs and evaluating the financial impact on such costs. Serves as an interstate truck driver as needed to expedite property retrievals and to help offset shipping costs. Screen, research, & vet property within the GSAXcess program on a daily basis as well as frequent on-site visits to federal property storage facilities both in state and out of state. Schedules all inbound property loads for the program utilizing both in-house personnel and for hire contractors/brokers. This includes making shipping arrangements that may fall outside of the standard truck load scenario. Communicates on a daily basis with ARFSP Program Director and Branch Managers on the various statuses of property both screened and in-transit. This alo includes daily communication with brokers, federal storage facility personnel, drivers, and other various personnel concerning all manners of property scheduling, retrieval, and, delivery. Requests, evaluates, arranges, and schedules propert pickups and determines the financial feasibility of each pickup. This includes negotiating shipping bids, shipping contracts, shipping prices, and methods of transportation of freight both nationally and internationally. Ability to work with minimum supervision at times. Ability to life infrequently; twist/turn; climb or work from ladders; bend or reach; work in office environments; as well as extreme temperature environments, both hot and cold. Working knowledge of market conditions and utilization of various resources within the assigned field of logistics and planning. Including purchasing principles, procedures, and methods. Ability to draft clear and concise competitive shipping specifications and the ability to evaluate and award based on the submitted documents. Ability to operate various types of rolling stock and heavy equipment as needed. Working knowledge of US and world geography and how time zones work to procure the best and financially feasibile methods of property retrieval. The ability to carry out any other tasks or duties that may be assigned.
Preferred Qualifications: Basic MS Office skills (Excel, Word, Outlook). Excellent written and oral communication skills. Excellent organizational skills & ability to multitask for several departments at once. The ability to talk in front of groups and to lead departmental meetings and briefings. Basic knowledge of writing, interpreting, and working with Standard Operating Procedures (SOP's).
Mandatory Qualifications: Must be able to read and follow DOT regulations, procedures, and policies. This includes the ability to interpret weights, dimensions, and heights and how they impact the equipment to use for retrieval.
Required Licenses/Certifications: Possess a Class A CDL license.

This position has a mandatory 6-month probationary period. This position also requires mandatory 5.25% contribution to the Arkansas Public Employees Retirement System.
