Preferred Qualifications

  • Experience with the Clean Air Act and knowledge of the criteria air pollutants and other industrially-emitted pollutants
  • Experience with communicating complex technical air quality and air pollution control information to others
  • Experience using a variety of database, spreadsheet, and reporting software, such as Microsoft Access, Microsoft Excel, and Crystal Reporting
  • Strong organizational skills with the ability to prioritize tasks, multitask, and track progress of multiple projects to ensure meeting appropriate deadlines
  • Experience with data review and analysis
  • Experience in reviewing work products for completeness and conducting quality insurance and quality control activites to ensure meaningful data

Summary

The Arkansas Department of Environmental Quality (ADEQ) Enforcement Analyst is responsible for coordinating the enforcement activities for specific programs of the Arkansas Department of Environmental Quality. This position is governed by state and federal laws and agency/institution policy.

Functions

Supervises a small technical and administrative support staff by interviewing and recommending for hire, assigning and reviewing work, training new employees, and evaluating the performance of incumbents. Reviews case histories of permit owners presented by field personnel to determine appropriate type of enforcement actions. Prepares enforcement documents, such as Notice of Violation or Consent Administrative Order, to present to permit owner found in violation of state and federal regulations and assesses a monetary penalty for violations regarding environmental and community programs. Schedules and conducts informal meetings with permit owners found in violation and negotiates agreement to comply with regulations. Monitors compliance measures of permit owners by tracking activities on a calendar and noting permit owner's progress toward full compliance. Provides technical assistance to permit holders and staff by answering questions, interpreting permit language, and coordinating activities and information with other state and federal agencies. Gathers information and prepares reports of division activities to provide information and maintain records. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of supervisory practices and procedures. Knowledge of state and federal laws and regulations governing pollution control. Knowledge of enforcement practices and procedures. Ability to communicate information and provide technical assistance on pollution control rules and regulations. Ability to research, analyze, and evaluate information and prepare narrative reports. Ability to plan, organize, and oversee the work of subordinates. Ability to understand and interpret agency policies and procedures and pollution control rules and regulations. Ability to update and maintain records.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in biology, chemistry, environmental science, health science, mathematics, natural science, or a related field: plus two years of experience in pollution control, compliance inspections, sanitation inspections, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
