Position Summary

 

The Certified Vocational Rehabilitation Counselor serves a diverse population and requires independent work with consistent results. Counselors facilitate the independence, integration, and inclusion of people with disabilities in employment and the community. Arkansas Rehabilitation Services Certified Vocational Rehabilitation Counselors have to commit to service delivery that emphasizes integrated, comprehensive services through meetings with the client and the rehabilitation counselor that develops their Individualized Plan for Employment (IPE). The IPE serves as a guide throughout their time with ARS to assist with reaching their goal of becoming employed in the state of Arkansas.

 

The Certified Vocational Rehabilitation Counselor is the individual that the clients first meet with for their initial interview to begin the process of the individual becoming eligible for services through Arkansas Rehabilitation Services. Each referral that comes into the office is assigned a Certified Vocational Rehabilitation Counselor immediately. The Certified Vocational Rehabilitation Counselor is responsible for testing, assessing, and counseling students in their vocational goals to maximize the independence and employability of persons coping with personal, social and vocational difficulties that result from birth defects, illness, disease, accidents, or the stress of daily life. Frequent in-state travel is required.

 

Education and Professional Work Experience

 

The formal education equivalent of a master's degree in education, counseling, rehabilitation counseling, or counselor education; plus, two years of experience in counseling or a related field.

 

CERTIFICATES, LICENSES, REGISTRATIONS

Must be a licensed counselor in accordance with ACA 17-27-301 or certified as a Certified Vocational Rehabilitation Counselor in accordance with the Commission on Rehabilitation Counselor Certification. Prefer an applicant with CPR Certification.

Knowledge of vocational education, vocational rehabilitation, job placement, career opportunities, and evaluation.

Knowledge of the principles and practices of counseling and testing assessment.

Ability to plan, organize, and direct the work of others.

Ability to prepare, present, and review oral and written information.

Ability to develop, monitor, and evaluate vocational programs for individual student needs and for the vocational unit.

Ability to obtain and provide information, guidance, and counseling to students.

 

 

 

PREFERRED QUALIFICATIONS

 

This position requires vocational counseling skills and motivational interviewing skills to include the knowledge of principles, methods, and procedures for diagnosis, treatment and rehabilitation of physical and mental dysfunctions, and for career counseling and guidance.

 

Excellent oral and written communication skills, creativity, problem-solving, evaluation of services and time management skills are a necessity and must be performed without direct supervision. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

 

The Certified Vocational Rehabilitation Counselor must have the ability to communicate with diverse populations including people who have mental and physical disabilities. This position will act as a representative of the organization for recruitment and must be flexible, maintain professional demeanor, and be able to empathize with all to create meaningful relationships with clients and the community.

 

The position must have the knowledge of human behavior and performance; individual differences in ability, personality, and interests; learning and motivation; and psychological research methods. Additionally, they must be able to interpret psychological/medical evaluation reports; understand medical terminology; and analyze this information for the assessment and treatment of behavioral and affective disorders.

 

Job Responsibilities and Expected Results

 

Assess client needs -administer and score various tests to determine vocational and academic placement of students.

Provide career counseling to students regarding chosen vocation, by helping student in assessment interpretation and program selection and sharing information on financial aid, social agencies providing support, and other educational institutions, and counseling individuals on time management and goal setting.

Counsel special needs students and at-risk students, individually or in group sessions, concerning social, civic, personal, and educational problems, and refers to alternate sources for assistance.

Work with instructors to develop an Individual Written Vocational Plan for special needs and disabled students and monitors program by observing student's progress.

Recruit students by developing and making presentations on school curriculum to regional junior and senior high classes, counselors, civic organizations, social service agencies, and various other interests groups.

Develop and maintain referral sources and community contacts.

Understand and remain compliant to policies and procedures.

Maintain adequate rate of production in their assigned area and required number of closures. Monitor and document job market information, including local industry needs and vocational

skill requirements for employment, and maintains confidential student records.

Provide satisfactory level of counseling, assistance, and supportive services to assist the client in meeting their employment goal.

Develop extension programs by writing program proposal, hiring instructors, assisting instructors in curriculum development, and establishing admission procedures and standards.

Assist instructors in obtaining and compiling student follow-up information, administers Graduate Equivalency Diploma test, attends professional conferences and workshops, and assists with special school functions.

Properly code all mental health cases using appropriate disability code.

May supervise a small administrative support staff.

Preserve the integrity of all employee, client and student information.

Perform other duties as assigned.

Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
