Applicant must be available for disaster duty at any time.  Twelve-hour work schedules are possible and all ADEM positions are subject to 24-hour on-call duty in the event of an emergency or disaster.

 

ROLES AND RESPONSIBILITIES:  The ADEM Duty Officer reports to the Arkansas State Watch Office (ASWO) Branch Manager.  The ASWO serves as the 24-hour State Warning Point for weather related events, man-made incidents, hazardous material incidents, transportation missions, and state resource coordination. The successful applicant will be responsible for the following job functions. Supports the 24/7 operations of the State Emergency Operations Center (SEOC) and the Arkansas State Watch Office (ASWO). Maintains situation awareness and sharing of incidents and events to preserve and protect lives, property, infrastructure and environment; monitors incidents and events that are reported/not-reported to the State Emergency Operations Center (SEOC); initiates the notification and alerting process to impacted stakeholders and emergency management partners; requests and interprets situation reports from emergency management partners, performs quality control of all required reporting. Coordinates resource requests and resource delivery to appropriate emergency management partners; demonstrates the importance of critical resource capability and resource needs; have knowledge of the state resource availability and capability; partner with the other agencies regarding logistics planning and gap analysis. Operates the State Emergency Notification Systems (SENS) utilizing the approved policies and procedures; ensures the SENS system is regularly tested and ready for implementation at all times during emergency situations. Operates the Mobile Command Vehicle (MCV) utilizing the approved plans and standard operating procedures; coordinates MCV responsibilities with internal partners to ensure it is regularly inventoried, tested and ready for mobilization. Operates all ASWO equipment and systems such as WebEOC, Arkansas Wireless Information Network (AWIN) radio consoles, security access and cameras, National Warning System (NAWAS), etc. Maintains a contact list of stakeholders and emergency management partners as related to the ASWO and incident notification; communicates with on-call personnel; interfaces with all other programs and program staff within ADEM and other local and state agencies. This position requires the ability to effectively communicate verbally and written with emergency management partners and stakeholders.

 

PREFERRED QUALIFICATIONS:  Demonstrate leadership qualities. Excellent customer service skills and ability to work in a team environment. Ability understand and correctly interpret written guidance and policy documents. Ability to communicate verbally and conduct briefings/presentations. Experience with reviewing and editing written documents. Have working knowledge of the Incident Command System (ICS) and the National Incident Management System (NIMS).

 

MANDATORY QUALIFICATIONS:  Applicant must be available 24/7/365 for disaster/emergency operations and will support the activation of the State Emergency Operations Center (SEOC) working extended shifts as necessary during SEOC activation and response.  Must be available to work extended hours as necessary during the Recovery phase of a disaster. Must be proficient in the use of Microsoft Office products and may be asked to provide a written sample of work if chosen for an interview. Ability to show and/or demonstrate knowledge and skills of gathering detailed information and summarizing this information into reports and communications to others.

Summary

The Arkansas Department of Emergency Management (ADEM) Emergency Management Duty Officer is the state's first point of contact with respect to event notification, event management, and event documentation of the state's response to an actual or perceived threat of an actual event, either natural or man caused disaster or emergency. This position is governed by state and federal laws and agency/institution policy.

Functions

Responds to requests of local emergency management jurisdictions for assistance by collecting, analyzing, and disseminating detailed emergency management incident/event information to agency employees, and government officials on local, state, and federal levels, other state agencies. Documents requests for assistance from local governments, other state agencies, and the public to various state and local government public officials by entering information in the Emergency Information System computer software program. Notifies local, state, and federal officials, as may be required, of hazardous materials shipments as they are being transported in and throughout the State. Alerts appropriate state and local emergency management personnel of potential emergency/disaster situations by monitoring movement of storm systems and other potentially disastrous conditions or situations as they exist or are anticipated throughout the State. Assures the continuous operation of local, state, and federal communications and notifications equipment including the Arkansas Wireless Information Network (AWIN), Arkansas Crime Information Center (ACIC), the National Warning System (NAWAS), the Homeland Security Information Network (HSIN-CWIN & JRIES), FEMA National Radio System(FNARS), various Hotlines coordination of ARES/RACES Radio Amateur Civil Emergency Services) and Satellite telephone Network by operating and testing all communication and notification equipment daily. Maintains security at entry control point for the agency. Performs other duties as assigned.

Minimum Qualifications

The formal education equivalent of a high school diploma; plus one year of specialized training or experience in emergency management or related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

All ADEM positions are designated as safety sensitive in which a person performing the duties of their positions while under the influence of alcohol, marijuana, or other controlled substances may constitute a threat to health, safety, or handling of confidential information. As allowed by law, all prospective employees who receive a conditional offer of employment are required to submit to a drug test. Refusal to take the drug test or results that indicate a presence of illegal drugs or prescription drugs for which the individual has no prescription will be the basis for precluding the individual from employment. Additionally, employees are subject to random drug and alcohol tests as a condition of continued employment.

 

This position has a mandatory 6-month probationary period.  This position also requires mandatory 5.50% contribution to the Arkansas Public Employees Retirement System.
