Roles and Responsibilities
The Arkansas Division of Emergency Management (ADEM) is seeking a motivated and detail-oriented individual to join our 24/7 State Watch Office team as an State Watch Duty Officer. This entry-level position plays a vital role in supporting state emergency operations by serving as the central point of contact for incidents across Arkansas.
As a member of the State Watch Office, you will monitor, collect, and disseminate real-time information on natural and human-caused emergencies, maintain situational awareness for state leadership, and coordinate response activities with local, state, and federal partners.
When the State Emergency Operations Center (SEOC) is activated, ADEM Duty Officers provide critical support to emergency operations. When the SEOC is not active, they fill functional roles within the EOC structure to maintain operational readiness.
Duties and Responsibilities:
- Monitor and report emergency and disaster activity throughout the state via radios, phones, and digital systems.
- Collect, analyze, and share real-time incident information with agency leadership and stakeholders.
- Serve as the first point of contact for local jurisdictions reporting incidents or requesting state assistance.
- Coordinate resource requests and resource delivery to appropriate emergency management partners.
- Demonstrate the importance of critical resource capability and logistical needs; have knowledge of state resource availability and capability; partner with the other agencies regarding logistics planning and gap-analysis.
- Develop and distribute situational reports, significant event notifications, and resource requests.
- Maintain situational awareness tools and databases, ensuring accurate and timely updates.
- Coordinate with local, state, and federal emergency management partners.
- Respond to emergent and non-emergent events with the Mobile Command Vehicle (MCV) utilizing the approved plans and standard operating procedures.
- Participate in training, drills, and exercises to maintain operational readiness.
- Support Emergency Operations Center functions during SEOC activations.
- In state and out of state travel for trainings, conferences, and disaster related duties may be associated with this position.

Preferred Qualifications
- High School Diploma and
- Two years of professional experience in emergency management, law enforcement, fire service, EMS, 911/dispatch, military, or other related fields.
- Have working knowledge of the Incident Command System {ICS) and the National Incident Management System (NIMS).
- Strong critical thinking and decision-making skills in high-pressure situations.
- Excellent written and verbal communication skills.
- Ability to assess, prioritize, and communicate time-sensitive information quickly and accurately.
- Demonstrate leadership qualities; excellent customer service skills and ability to work in a team environment
- Ability to understand and interpret written guidance and policy documents, ability
- Ability to work rotating shifts, including nights, weekends, and holidays.
- Proficiency with Microsoft Office Suite and other communications platforms.
Licenses. registrations and certifications:
- Meet minimum standards for certification by the Arkansas Crime Information Center (ACIC), including fingerprinting and police background investigation.
Work Environment:
This position operates in a 24/7 watch center with extended periods of sitting and screen time. Shifts include overnights, weekends, and holidays. Must be able to work independently and as part of a small, close-knit team in a high-tempo environment. Activation as a member of the Arkansas Emergency Operations Center may be necessary in the event of a major emergency. This may alter or totally change previously established duties and work schedules until the emergency is over. And other duties as assigned.
