The mission of the Department of Military is to provide a professional staff of Arkansas State Employees who help maintain and improve the readiness of Arkansas National Guard units through effective fiscal management of State Resources, Human Resource Management, and quality administration of Arkansas National Guard Programs.

Job Summary

The State GIS Analyst is a senior-level position responsible for overseeing advanced geographic information system (GIS) operations within the State of Arkansas. This role requires the application of expert-level GIS skills to perform complex spatial analysis, manage large geospatial datasets, and contribute to state-level decision-making processes. The State GIS Analyst will lead and support projects related to land management, resource planning, environmental monitoring, infrastructure development, and other critical state initiatives. The position also involves mentoring junior GIS staff, ensuring data integrity, and ensuring the effective use of GIS technologies across state departments.

Primary Responsibilities

Lead advanced geospatial analysis and spatial modeling to solve complex, real-world problems related to urban planning, environmental management, and resource allocation. Utilize GIS tools and advanced techniques to generate insights and inform state policies, projects, and operations. Conduct predictive and statistical spatial modeling, spatial overlays, network analysis, and other advanced techniques to support state initiatives. Oversee the management of complex geospatial databases and datasets, ensuring the quality, consistency, and accuracy of spatial data. Integrate diverse geospatial data sources (e.g., remote sensing, GPS, cadastral data, and public datasets) into GIS systems to create comprehensive, reliable datasets for analysis. Ensure data governance best practices, including metadata standards, version control, and data security protocols. Lead and manage GIS-related projects from inception through completion, ensuring alignment with state objectives, timelines, and budget constraints. Supervise and provide guidance to junior GIS analysts, providing mentorship, training, and oversight to enhance their technical expertise and professional development. Design, produce, and customize high-quality maps and visual representations of geospatial data to communicate complex information effectively to decision-makers, stakeholders, and the public. Ensure that all maps adhere to state cartographic standards and are tailored to specific project or departmental needs. Develop interactive maps and dashboards for public and internal use, ensuring accessibility and ease of use. Ensure that all geospatial data management and GIS activities comply with state and federal regulations on data security, privacy, and accessibility. Monitor and enforce data access controls, ensuring that sensitive information is appropriately protected while maintaining transparency and accessibility for authorized users. Develop and implement best practices for data security, disaster recovery, and data lifecycle management. Create detailed reports and documentation outlining GIS analysis methodologies, results, and recommendations for decision-making purposes. Maintain and document GIS project workflows, methodologies, and system configurations to ensure consistency and reproducibility of analyses. Prepare presentations and briefings for senior leadership, stakeholders, and the public to communicate the value of GIS solutions.

Knowledge and Skills

Proficiency in advanced GIS software (e.g., ArcGIS, QGIS, ERDAS, or similar platforms). Expertise in spatial data management, geospatial analysis, and geospatial database management (e.g., PostGIS, SQL Server Spatial). Advanced knowledge of spatial modeling, geospatial statistics, and complex spatial analysis techniques. Familiarity with remote sensing tools and image processing software for integrating satellite and aerial imagery into GIS. Ability to create high-quality maps, charts, and interactive geospatial visualizations. Experience with GIS programming and automation, preferably in Python, R, or SQL, to enhance workflows and streamline tasks.

Minimum Qualifications

A Bachelor’s degree in Geography, GIS, Geospatial Science, Environmental Science, Computer Science, or a related field is required, plus five (5) years of experience working with GIS technologies, spatial analysis, and geospatial data management.

Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
