This position will function as a Payroll Services Specialist who is responsible for the production and processing of regular and supplemental employee payrolls. This position is governed by state and federal laws and agency/institution policy. The job duties will consist of:
 

  • Act as a liaison to employees and supervisors to ensure completeness of and accurate time input.
  • Identify payroll discrepancies and perform corrective action, communicate with employees and supervisors when necessary to resolve issues.
  • Communicate with OPM / AASIS / State Active Duty Representatives for payroll clarification or to resolve payroll issues.
  • Review State Active-Duty employee data information for accuracy and make corrections to data as needed.
  • Conduct payroll / timekeeping related research, compile information and create various reports as needed (i.e. audits).
  • Responsible for conducting employee orientation in regard to payroll:
  • Provide an overview of the employee self-serve EASE website and access procedures.
  • Inform employees of the timekeeping procedures.
  • Inform employees of the state payroll period dates.
  • Create, update, and produce reports, correspondences and presentations.
  • Conduct audits.
  • Explain policies and procedures to employees.
  • Assist with trainings.
  • Attend meetings and functions as a participant on special committees.
  • Responsible for performing other duties as assigned.

Job Summary

The HR Specialist is responsible for managing and administering human resources functions within various state agencies in Arkansas. This role ensures that HR policies and procedures are implemented effectively, supporting the recruitment, development, and retention of qualified staff. The position is governed by state and federal laws and agency/institution policy.

Primary Responsibilities

Assist with recruitment efforts, including posting job vacancies, screening applications, and coordinating interviews. Support benefits administration, including enrollment, eligibility, and claims processing. Maintain accurate employee records and ensure timely and accurate payroll processing. Provide customer service to employees regarding HR policies, procedures, and benefits. Assist in the administration of performance management programs. Process requests related to employee leaves of absence, worker’s compensation, and other HR-related matters. Ensure compliance with state and federal HR regulations and policies. Prepare HR reports, documentation, and other records as required.

Knowledge and Skills

Comprehensive understanding of HR practices, policies, and procedures. In-depth knowledge of state and federal laws and regulations governing HR activities. Familiarity with recruitment, hiring, and onboarding processes. Awareness of employee benefits programs and administration. Aptitude for maintaining confidentiality and handling sensitive information. Capability to manage multiple tasks and priorities effectively.

Minimum Qualifications

A high school diploma or equivalent. One year of experience in HR management, employee relations, or a related field.
