Job Summary

The Facility Supervisor/Expert is responsible for overseeing the operation, maintenance, and security of state-owned facilities to ensure they remain safe, functional, and compliant with state and federal regulations. This position plays a key leadership role in managing maintenance teams, budgeting, contract oversight, and emergency preparedness.

Primary Responsibilities

The assignment of supervisory duties is determined by the hiring agency's operational needs. Non-supervisory roles will serve as senior technical experts. Oversee daily facility operations, ensuring proper maintenance and efficient functioning of HVAC, electrical, plumbing, and structural systems. Develop and implement preventative maintenance programs to extend equipment lifespan and reduce downtime. Ensure compliance with state and federal safety codes, environmental regulations, and ADA accessibility standards. Manage repair projects and facility upgrades, including work orders, contractor oversight, and budget control. Respond to emergency maintenance situations, coordinating repairs and disaster response efforts. Supervises staff by interviewing, recommending staff for hire/fire, assigning and reviewing work, counseling, and evaluating the performance of incumbents.  Supervise facility maintenance staff, custodial teams, and external service contractors. Assign tasks, monitor performance, and provide training on safety procedures, equipment operation, and regulatory compliance. Foster a positive and productive work environment while ensuring staff accountability and adherence to policies. Conduct regular performance evaluations and provide professional development opportunities. Ensure OSHA, fire safety, and building codes compliance through routine inspections and audits. Develop and enforce emergency preparedness and disaster response plans for the facility. Investigate and resolve facility safety hazards, implementing corrective measures as needed. Coordinate with state regulatory agencies and internal departments on safety initiatives and facility improvements. Develop and manage the facility maintenance budget, tracking expenses and prioritizing cost-effective solutions. Oversee procurement and inventory of supplies, equipment, and contracted services. Identify and implement energy-efficient practices and sustainability measures to reduce operational costs. Lead renovation, expansion, and infrastructure improvement projects. Work with architects, engineers, and contractors to design and implement facility upgrades. Evaluate and recommend technology enhancements for improved facility management.

Knowledge and Skills

In-depth knowledge of building systems, including HVAC, plumbing, electrical, security, and structural components. Understanding of state procurement, contract negotiation, and vendor management. Proficiency in facility management software, maintenance tracking systems, and blueprint interpretation. Strong understanding of regulatory compliance, workplace safety, and environmental policies. Leadership and decision-making skills to effectively manage staff and facility operations. Strong communication and interpersonal skills for coordinating with teams, vendors, and government agencies. Ability to effectively manage inventory control, purchasing and procurement procedures, and customer service.  Ability to greet customers and provide information concerning the services and functions of the facility as well as the ability to train others to do the same. Ability to plan, organize, and oversee the work of subordinates and coordinate work activities.

Minimum Qualifications

Minimum of two years of facility management experience.

Satisfaction of the minimum qualifications, including years of experience and service, does not entitle employees to automatic progression within the job series. Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
