An ACIC Field Agent’s responsibility is directly working with different law enforcement agencies or criminal justice facilities in their assigned duty station or throughout the state.   They are the liaison between the local departments and the Little Rock Office by having face to face contact with the Criminal Justice users at various levels.   The Field Agent is responsible for ensuring the agency in their assigned area are within compliance with CJIS policies and may be asked to provide dispatchers with one-on-one remedial training, and/or investigate an alleged misuse of the ACIC/NCIC system.

The Field Agent is responsible for scheduling and instructing training and re-certification classes in the field each month as well instructing the Advanced user classes in Little Rock or alternate locations throughout the state.  After the certification class is taught in the field, they must do a background check on the students to be sure all the students qualify for direct access to the CJIS network.   Upon completion of that process, they are required to complete the documentation in the Acadis program for the students to receive their CLEST certification hours.

According to the NCIC and CJIS Security policies each agency that has direct access to the CJIS system must be audited tri-annually.   They must provide guidance and assistance to the local agencies as the agency officials complete their CJIS IT audit, which is conducted within the audit software.  As the CJIS IT audits are completed by the local agencies, the Field Agent must review the audit and again assist the local agency with any compliance issues realized as part of the audit process.  They will provide guidance in designing a resolution for the local agency to reach an “In-Compliance” status.   According to the ACIC Audit policy, Field Agents do not audit the agencies within their assigned area that have active records in the NCIC files.  This is to ensure system integrity and prevent conflicts that may arise during the audit process.   They must schedule their audit assignments while taking into consideration the dates, times, and locations of training classes they are assigned to provide instruction or other assignments they are required to perform.

To prepare for any upcoming audits outside of their assigned areas, they must spend a considerable amount of time preparing by completing the audit packet.  The agent will obtain the agency’s audit file which consists of items needed to complete the audit such as training lists, criminal history transactions, signed policies, NCIC entries, etc. They will then review that audit file and run queries on the NCIC entries to insure everything is complete on the entry and accurate.  They will travel to the agency location and conduct the audit on-site.  They must maintain a professional demeanor while answering questions from the agencies, whether the questions are simply or more complex.  Upon completing the audit, the Field Agent will conduct an audit exit conference with the Supervisor, Chief or Sheriff to inform them of the findings during the audit.   Within 30 days after conducting the audit they must complete an audit report within the audit software in order to document their findings as well as make suggestions on how the agency could improve their system or compliment them on doing a fine job.

When there is an alleged misuse of the ACIC system, the Field Agent will investigate by questioning the parties involved and gather documentation of allegation. The Agent will provide an email regarding the investigation findings, any statements obtained and submit these to the Little Rock office Senior Management team.   They will ensure the local agency supervisor, Chief or Sheriff have been made aware of the allegations within their agency.

If there is a network failure, the Field Agent may be notified by either the local agency, OPD staff members or the DPS Helpdesk.  When these sources are unable to resolve the problem, the agent might need to go to the agency location in order to work with agency staff members to resolve that the issue is not on ACIC’s end.  Due to the concern for officer safety and the safety of the general public, the Field Agent may assist with routing traffic for the local agency and/or troubleshooting the issue based on the severity of the situation at hand.

The Field Agent must be knowledgeable regarding all of the services that ACIC provides.  They will answer as many questions as possibly but must also know what additional resources are available when providing guidance.   If the agent is unable to answer the question posed, they will contact the proper staff members in the Little Rock office in order to interpret and get the information for the Criminal Justice official.  They must also have the ability train the users on where to acquire the resources necessary to successfully resolve an issue at hand in a timely manner due to the urgency of officer safety.

There are monthly staff meetings and workdays the Field Agents are required to attend in the Little Rock office.  They may be required to represent ACIC at civic events or external criminal justice events by providing an overview of service when speaking. They must complete weekly Activity Reports and document the miles traveled, the agencies they have visited from week to week, as well as the agency officials or users they have contacted as well as other assignments as required.
