DYS  Division of Youth Services, Education Unit (This position functions as the Superintendent for the DYS School System)

Job Duties & Responsibilities:

A Superintendent of DYS Education industry is responsible for overseeing a school district's operations, policies, and procedures. They manage the work with the DYS CFO on ensuring all information is to ADE for payment, grant budgets, and ensure compliance with state and federal regulations. The DYS superintendent works with the hiring committee to hire and evaluate staff members.

The Superintendent is also the public face of the district, communicating with the contractors, DYS Administration, Virtual Arkansas administration, community members, elected officials, and parents if needed. The DYS Superintendent will establish the school schedule/calendar and will communicate that with the contractor(s).  The superintendent will monitor, review, and approve/disapprove all MOUs requested by the contractor(s).  The superintendent is the final approving party in change of educational placement.  The superintendent will ensure that dyslexia services are being provided by the contractor(s).  The superintendent will ensure that Arkansas Consolidated High School is a member of the Arkansas River Co-Op and serve as a member of their governing board.  The superintendent will ensure that all facilities have an appropriate and consistently operational GED program. The superintendent will ensure that the contractor(s) are providing English Language Learner (ELL) services as required by law. The superintendent will ensure that all agree to language in all contracts with DYS education are followed to the letter of the law and verbiage provided in the education contract.  Superintendent will oversee all education for all students and follow the letter of the law for FAPE and IDEA.

To be successful in this job, the Superintendent must have strong leadership skills, be able to work well under pressure, and have excellent communication skills. They must be able to make tough decisions and have a deep understanding of education policy and practice. Candidates for a Superintendent job should have a specialist degree in Education and have a valid Arkansas teaching license with superintendent endorsement.

 

Preferred Qualifications: 

Education Specialist Degree in Educational Leadership or related field.

Arkansas Teacher’s License with Superintendent Endorsement

Experience with Alternative Learning Environment or Division of Youth Services schools.

  • Must have a valid driver's license, current auto insurance and meet the eligibility requirements to be covered by the state insurance policy.  Must be able to operate a motor vehicle safely and according to applicable laws.

Job Summary

The Training Manager is responsible for overseeing the development, coordination, and delivery of training programs for the state government employees. The role involves managing a team of trainers, working closely with department leadership to assess training needs, and ensuring that training programs meet the organizational objectives and enhance the skills and performance of employees.

Primary Responsibilities

Lead the design, development, and implementation of training programs that address the skills and competencies needed for employees within all state agencies. Oversee the creation of training materials, including manuals, slides, videos, and online resources that support effective learning. Provide guidance, feedback, and performance evaluations for the training team to ensure high-quality training delivery. Coordinate and facilitate in-person and virtual training sessions, workshops, and seminars across multiple locations, ensuring training is accessible to all employees. Oversee logistics, scheduling, and resource management for training programs to ensure they are delivered efficiently and effectively. Implement evaluation methods (surveys, tests, assessments) to measure the effectiveness of training programs and identify areas for improvement.

Knowledge and Skills

Strong ability to design and develop training programs and materials that are engaging, effective, and aligned with organizational needs. Expertise in delivering training in various formats (classroom, virtual, hybrid) and adapting to different learning styles. Ability to manage multiple training projects simultaneously, ensuring timelines and objectives are met. Familiarity with Learning Management Systems (LMS), virtual meeting platforms (Zoom, Teams), and multimedia content creation tools. Ability to track and report on the progress of trainees, identify performance gaps, and develop strategies for improvement.

Minimum Qualifications

A high school diploma is required, plus 5 years of training related experience.
