Job Summary

The State Personnel Specialist plays a critical role in the management and implementation of human resources (HR) policies, practices, and services for the State of Arkansas. This position requires a skilled professional responsible for supporting the recruitment, classification, compensation, benefits, employee relations, and overall workforce development initiatives within the state government. The ideal candidate will possess strong interpersonal and organizational skills, with the ability to navigate complex HR processes and provide sound advice and guidance to agency personnel and state employees.

Primary Responsibilities

Conduct job audits and classification reviews to ensure accurate employee classifications and appropriate compensation levels. Analyze compensation trends, make recommendations for adjustments, and ensure consistency and equity across classifications. Assist with salary structure development and ensure compliance with compensation policies. Provide support and advice to department human resources staff on employee relations issues, including performance management, disciplinary actions, and conflict resolution. Assist in the development and implementation of human resources policies and procedures. Compile and analyze HR data and trends, such as turnover rates, compensation analysis, and other workforce metrics. Prepare reports for senior management, state leadership, and regulatory agencies as required. Assist in the administration of the state’s performance management system. Provide guidance to supervisors on conducting performance evaluations, setting goals, and providing feedback. Monitor the completion of performance evaluations and ensure adherence to timelines. Participate in HR projects such as policy updates, process improvements, and workforce initiatives. Contribute to the continuous improvement of HR services and employee satisfaction across state agencies.

Knowledge and Skills

Strong knowledge of HR principles, practices, and procedures, including recruitment, compensation, benefits, classification, and employee relations. Ability to communicate complex HR concepts clearly and effectively to all levels of staff, including state employees, management, and applicants. Ability to analyze HR data, identify trends, and develop solutions to workforce challenges. Strong critical thinking skills to assess situations and provide recommendations based on data and policy. High attention to detail to ensure accuracy in employee records, compliance with laws and regulations, and the proper handling of confidential information.

Minimum Qualifications

A bachelor’s degree in human resources, business administration, or a related field is required.
