Role Description

The Skills Data Coordinator plays a central role in advancing Arkansas’ skills-based ecosystem by coordinating the statewide implementation of credential transparency, digital credentials (LERs), and skills data infrastructure. This position supports statewide shared services that provide skills-based connection to learning, employment, and advancement opportunities through platforms such as Arkansas LAUNCH. Working within the Skills-Based Initiatives section of the Arkansas Data Office (ARData), the Skills Data Coordinator partners with executive branch agencies, education and workforce stakeholders, and technical teams to raise awareness of skills-based practices, identify skill and credential data and integration needs, support credential publishing efforts, and facilitate systems alignment. The ideal candidate is both strategic and technical with an ability to bridge high-level vision with practical execution, driving efforts that enhance individual opportunity and improve workforce alignment.

 

Preferred Qualifications

  • Experience with linked open data on credentials (LODC) and their application in education, workforce, or government contexts.
  • Familiarity with credential transparency frameworks, including Credential Transparency Description Language (CTDL) and Credential Engine.
  • Experience coordinating multi-agency or cross-sector initiatives, especially those involving public sector data systems.
  • Knowledge of skills taxonomies, competency frameworks, or occupational classification systems (e.g., O*NET, SOC, CIP).
  • Familiarity with digital credentials and skills-based hiring and advancement practices.
  • Skilled at facilitating collaboration between technical and non-technical stakeholders, including policymakers, IT teams, and program administrators.
  • Demonstrated ability to translate strategic workforce goals into actionable data strategies and implementation plans.
  • Strong written and verbal communication skills, with an ability to synthesize complex information clearly.

Summary

The State Database Administrator is responsible for implementing and maintaining database systems and monitoring and resolving database problems using hierarchical or relational database management techniques. This position is governed by state and federal laws and agency/institution policy.

Functions

Identifies and resolves database performance issues, database capacity issues, and other data related issues, and monitors and limits database access as needed. Develops, implements, and maintains database tables, queries, and reports to meet customer requirements. Participates in group meetings to identify business requirements and processes. Designs and implements processes and tools which aid analysis and diagnostics to isolate the source of network, hardware, and/or software malfunctions. Develops, designs, and implements comprehensive database management and/or other technical features and solutions. Plans, schedules, coordinates, and performs maintenance, repair, and upgrade of databases, applications, and other computer systems as needed. Performs other duties as assigned.

Dimensions

May participate in rotating on-call schedule for the agency. Occasional travel, including transportation by air. Valid Arkansas driver's license is required.

Knowledge, Skills and Abilities

Knowledge of various computer systems. Knowledge of design of relational database systems, data structures, and logic. Knowledge of technology and new user applications. Ability to design effective database schema. Ability to effectively communicate in written and verbal formats.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in computer science or related field and two years of experience. OR Completion of technical training in computer science, data processing, or a related field acquired from a vocational, military or industrial setting, plus 2 years of experience in database support. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
