Job Summary
The State Accounting Supervisor/Expert is the highest-level position in the State Accounting series, responsible for overseeing the accounting functions and ensuring the accuracy, integrity, and compliance of the state’s financial records and processes. This role involves managing a team of accountants, ensuring adherence to established accounting principles, preparing complex financial reports, and maintaining state accounting systems. The State Accounting Supervisor/Expert provides guidance and leadership in ensuring that financial records meet the highest standards and that all state financial operations comply with regulations.
Primary Responsibilities
The assignment of supervisory duties is determined by the hiring agency's operational needs. Non-supervisory roles will serve as senior technical experts.
Supervise, lead, and mentor a team of accountants and financial analysts, providing technical guidance and ensuring the accurate and timely completion of accounting tasks.
Oversee and manage the preparation of complex financial statements, reports, and budget reports for various state agencies.
Ensure compliance with state and federal financial regulations, including Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements.
Review and approve financial transactions, accounting entries, and reconciliations to ensure compliance and accuracy.
Coordinate the year-end close process and prepare materials for the state’s annual audit, ensuring timely and accurate submissions.
Develop and implement accounting policies and procedures to ensure efficient financial operations and compliance with applicable laws.
Manage the state’s accounting systems, ensuring they are updated and maintained to meet state financial needs.
Analyze financial data and provide insights to senior management on budgetary performance, cash flow, and financial trends.
Serve as the subject matter expert for complex accounting issues and assist in resolving accounting discrepancies and problems.
Collaborate with other state agencies, departments, and external auditors to ensure that financial reporting is accurate and complete.
Support developing and implementing internal controls to safeguard state assets and prevent fraud.
Knowledge and Skills
In-depth knowledge of governmental accounting principles, policies, and procedures, including GAAP and GASB standards.
Expertise in financial management, budget preparation, financial analysis, and auditing processes.
Strong leadership skills with the ability to supervise and motivate a team of accountants and financial staff.
Advanced skills in financial software and accounting systems (e.g., PeopleSoft, Oracle) and proficiency in Microsoft Excel.
Excellent analytical skills with the ability to interpret complex financial data and make sound recommendations.
Strong attention to detail, organizational, and time-management skills.
Ability to communicate complex financial information effectively to both technical and non-technical audiences.
Knowledge of state and federal compliance regulations governing accounting practices and reporting.
Minimum Qualifications
A bachelor’s degree in accounting, finance, business administration, or a related field preferred. A Certified Public Accountant (CPA) license is preferred. Five years of progressively responsible experience in governmental accounting or financial management, with at least two years in a supervisory or leadership role.
