Job Summary

The Retirement System Supervisor / Expert is a seasoned professional responsible for overseeing, optimizing, and strategically managing the retirement benefits system within an organization. This role ensures that all retirement processes—from application review and benefits computation to compliance with state and federal regulations—are executed with precision and efficiency. In addition to daily operations, the Retirement System Supervisor / Expert leads complex system enhancements, provides expert guidance, and serves as the principal liaison with external agencies and vendors. This classification is central to protecting the integrity of retirement services and continuously improving service delivery in a dynamic regulatory environment.

Primary Responsibilities

The assignment of supervisory duties is determined by the hiring agency's operational needs. Non-supervisory roles will serve as senior technical experts. Direct the daily operations of the retirement system, ensuring accurate processing of retirement claims and benefits computations. Develop and implement system improvements and process enhancements informed by industry best practices and evolving regulatory standards. Interpret and apply applicable federal, state, and program-specific regulations to maintain compliance across all retirement benefit processes. Proactively identify risks and implement corrective measures to mitigate discrepancies, ensuring the system meets or exceeds regulatory requirements. Utilize advanced data analytics to monitor system performance, forecast benefits-related trends, and prepare comprehensive reports for senior management and external personnel. Lead continuous improvement initiatives by integrating feedback and benchmarking against industry standards. Provide expert guidance and mentorship to team members, setting high performance standards and promoting a culture of excellence in retirement services. Organize training sessions and professional development opportunities to ensure the team remains current with emerging trends and regulatory changes. Serve as the primary liaison between the benefits section, human resources, payroll, and external agencies or vendors, ensuring seamless communication and coordination. Facilitate the resolution of complex cases and inquiries, ensuring that all personnel receive clear, accurate, and timely information regarding retirement benefits.

Knowledge and Skills

Proficiency in using advanced data analysis tools and retirement management software to interpret system performance and drive strategic decisions. Deep understanding of retirement-related laws and regulations, and experience applying these standards in a practical context. Exceptional interpersonal skills with the ability to convey complex technical information in clear, actionable terms. Experience in managing multidisciplinary teams and cross-departmental projects is essential. A proactive approach to troubleshooting issues and implementing innovative solutions that enhance system efficiency and data accuracy. Excellent time management and project coordination abilities, with a strong emphasis on precision and attention to detail.

Minimum Qualifications

Bachelor’s degree in Business Administration, Public Administration, Finance, Economics, Accounting, or a related field. Minimum of 6 years of progressively responsible experience in retirement systems administration, benefits management, or a related benefits field. Demonstrated experience in a complex benefits environment, such as working with state or local government retirement systems or large-scale public / private organizations.

SALARY: Starting salary is $63,086. A higher starting salary would apply only if a promotional opportunity for a current state employee. Only completed applications will be accepted. Employment in this position is subject to a background check and six (6) month initial period for employment review. If a college degree is required for the position for which you are applying, bring a copy of your transcript with you if you are selected for an interview.

Veteran Preference: A copy of a DD-214 must be submitted to the Hiring Official at the time of interview to be considered for Veteran Preference.

 

 Method of pay is direct deposit. Checking or savings account is required if hired.

7% Mandatory contribution to AR Teacher Retirement System is required if hired.

 

Employees hired or rehired in 2014 or later will be automatically enrolled into the Arkansas Diamond Deferred Compensation 457 Plan with a 3% automatic deduction. If you do not wish to participate, you have 90 days from your first deduction to opt out.
