Job Summary

The Public Service Valuation Specialist is responsible for conducting financial, economic, and property valuations related to public utilities, telecommunications, and other regulated industries in Arkansas. This position ensures fair and accurate assessments for taxation, rate-setting, and compliance with state regulations.

Primary Responsibilities

Conduct economic, financial, and property appraisals of public service entities. Evaluate real and personal property values, considering depreciation, market trends, and regulatory requirements. Analyze financial statements, revenue streams, and cost structures to determine appropriate valuation models. Utilize industry-accepted methodologies such as cost, income, and market approaches to valuation. Ensure that all valuations adhere to Arkansas state laws, regulatory guidelines, and public service commission standards. Prepare detailed reports, valuation summaries, and financial assessments for review by state agencies and commissions. Assist in the development and enforcement of valuation policies to ensure fair market practices. Work closely with state agencies, local governments, utility providers, and regulatory boards to facilitate valuation processes. Address public and industry inquiries regarding valuation methodologies and assessment outcomes. Assist in reviewing and resolving disputes related to property valuations and assessments. Provide expert testimony in hearings, appeals, and regulatory proceedings when necessary.

Knowledge and Skills

Strong financial modeling, forecasting, and valuation expertise. Knowledge of economic principles, utility finance, and asset appraisal methodologies. Proficiency in valuation software, data analysis tools, and financial reporting systems. Familiarity with Arkansas public service commission regulations and state tax assessment laws. Understanding of rate-setting principles, cost-of-service studies, and public utility finance. Ability to interpret and apply legal and regulatory guidelines related to public service valuation. Strong verbal and written communication skills to present complex valuation findings clearly. Ability to collaborate with regulatory agencies, stakeholders, and industry representatives. Skilled in negotiation and conflict resolution for valuation disputes. Ability to identify errors, inconsistencies, and trends in financial and valuation data.

Minimum Qualifications

At least three years of experience in public service, regulatory oversight, government operations, or a related field, including one year in a leadership capacity.
