Preferred Qualifications:
Formal education of a bachelor's degree in marketing, general business, or a related field; plus three years of experience in purchasing or a related field; including one year in a leadership capacity. Other job-related education and/or experience may be substituted for all or part of the basic requirements upon approval of the qualifications review committee.
Position Specifics:
This position will also assist the Executive Director in maintaining a daily schedule, reviewing incoming correspondence and preparing responses when necessary. Will organize and arrange conference attendance. Will organize flights, transportation, expense reports for Executive Director’s travel. May handle sensitive information about the Executive Director. Will act as a legislative assistant during the legislative session. Will analyze and interpret legislation filed to determine impact on agency programs. This position effectively and efficiently manages the administration, planning, organization, development, and coordination of central purchasing activities for the Office of the Arkansas Lottery consistent with the strategic mission, goals, objectives, and priorities of OAL. This position serves to provide professional support and sound advice to executive and senior management in accordance with federal and state procurement laws, rules, and regulations. Responsibilities include but are not limited to developing and implementing a strategic procurement planning process for small and large, complex bids, resulting in annual and multi-year contracts; managing delegated procurement and serving as a liaison to the Department of Finance and Accounting when required; ensuring compliance with OAL and state procurement policies and procedures; and maintaining the integrity of the public procurement process.
Must have excellent organizational skills, ability to multi-task and the ability to work independently. Professional presentation and aptitude are required.
