Summary

The Plumbing/HVACR Inspector Supervisor is responsible for supervising the inspection and enforcement of plumbing and climate control codes and regulations and administering master and journeyman plumber and heating, ventilating, air-conditioning, and refrigeration (HVACR) license examinations. This position is governed by state and federal laws and agency/institution policy.

Functions

Supervises a large professional/skilled staff by interviewing and recommending hire, training new staff, reviewing work, and evaluating the performance of incumbents. Reviews weekly inspection reports on new and existing plumbing, natural gas, or HVACR installations in commercial and public buildings for violations of plumbing codes, sanitation standards, and construction specifications. Reviews and responds to complaints alleging violations of plumbing or HVACR codes. Conducts training seminars to update inspectors and sanitarians on plumbing, natural gas, and HVACR codes and regulations. Provides assistance in the development of Master and Journeyman Plumber and HVACR License Examination questions and supervises the administration of all examinations. Consults with members of the City Planning and Plumbing Code Committees, engineers, architects, and other plumbing professionals for technical information to upgrade the inspection program. Collects and compiles technical data for the purpose of updating and developing new codes and inspection procedures and assists the director in assessing needs, revising forms, and making program modifications. Maintains program expenditures within budgetary restraints for compliance with funding allocations and biennium planning recommendations. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of supervisory practices and procedures. Knowledge of state and federal laws and regulations governing plumbing practices. Knowledge of investigation standards and procedures. Knowledge of plumbing licensing requirements and regulations. Ability to plan, organize, and direct the work of subordinates. Ability to administer licensing examinations. Ability to review inspection reports and complaints for code and standards violations. Ability to train inspectors and sanitarians on plumbing codes and regulations. Ability to monitor expenditures for compliance with budgeting constraints.

Minimum Qualifications

Licensed as a master plumber by the Arkansas Committee of Plumbing Examiners, as established by Act 200 of 1951 and Act 902 of 1975; plus two years of experience as a plumbing inspector, including one year of supervisory experience. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
