Job Summary
The Pipeline Safety Coordinator is responsible for ensuring the safety, integrity, and regulatory compliance of pipeline infrastructure across the state of Arkansas. This role involves monitoring, inspecting, and enforcing federal and state pipeline safety regulations, conducting investigations, and coordinating safety programs to mitigate risks associated with pipeline operations. The Pipeline Safety Coordinator works closely with state agencies, industry stakeholders, and the public to promote safe and reliable pipeline transportation.
Primary Responsibilities
Monitor and enforce compliance with state and federal pipeline safety regulations, including those established by the Pipeline and Hazardous Materials Safety Administration (PHMSA).
Conduct inspections and audits of pipeline facilities to ensure adherence to operational, maintenance, and safety standards.
Investigate pipeline incidents, leaks, and failures, documenting findings and recommending corrective actions.
Assist in drafting reports, enforcement actions, and recommendations for regulatory improvements.
Develop and oversee safety initiatives aimed at reducing pipeline hazards and improving operational standards.
Coordinate with emergency response teams, local agencies, and pipeline operators to ensure effective emergency preparedness and response.
Provide technical guidance to industry personnel regarding pipeline safety requirements, risk management, and best practices.
Maintain accurate records and documentation of compliance activities, safety programs, and incident reports.
Represent the agency in meetings, conferences, and public forums regarding pipeline safety matters.
Evaluate pipeline integrity and safety risks through inspections, data analysis, and trend identification.
Assist in analyzing root causes of pipeline failures and recommend solutions to prevent recurrence.
Knowledge and Skills
Strong understanding of pipeline safety regulations, including federal and state laws governing pipeline operations.
Knowledge of pipeline construction, maintenance, operations, and inspection procedures.
Ability to analyze complex technical data, safety reports, and compliance documentation.
Ability to assess pipeline risks and develop proactive safety solutions.
Strong investigative skills to determine causes of pipeline incidents and recommend corrective actions.
Excellent verbal and written communication skills for preparing reports, delivering presentations, and engaging with stakeholders.
Ability to explain complex regulatory requirements in a clear and concise manner to various audiences.
Ability to manage multiple tasks, inspections, and safety programs efficiently.
Minimum Qualifications
At least three years of experience in public service, regulatory oversight, government operations, or a related field.
