This position supervises a small to medium-sized staff of protective service workers and provides administrative support by approving leave, training, and assigned duties, as well as reviewing work quality and evaluating performance. The role involves performing the duties of a Ranger, which include completing and assisting with reports, patrolling parks, and enforcing traffic, criminal, and park directive laws. It also includes inspecting Rangers for personal grooming and appearance and checking issued equipment and vehicles for cleanliness and proper maintenance, taking corrective actions as needed.

Additionally, the position monitors subordinates' work activities to ensure that uniformed enforcement and patrol techniques are practiced and that proper safety procedures are followed. It involves conducting research, developing and conducting training, and presenting public safety and prevention programs to the public. The role requires appearing in court to testify when subpoenaed and investigating and submitting reports on complaints against subordinates filed by citizens.

This position responds, with subordinates, to natural disasters, search and rescue operations, high-level events at War Memorial, prescribed fire sites, active shooter situations, and manhunts for suspected or known felons. It also addresses all criminal calls for service inside and just outside areas of State Parks and Natural Areas. Specialized duties may include developing and presenting safety programs, hunters' education, and boaters' education. The role may involve responding to critical incidents during events.  Other responsibilities include instructing in various programs such as field training officer, law enforcement instructor, medical instructor, search and rescue instructor, defensive tactics instructor, firearms armorer, Taser instructor, and force-on-force instructor.

Applicants must meet or exceed these qualifications: The formal education equivalent of a bachelor's degree in park management, outdoor recreation, criminal justice, or a related field, plus completion of a CLEST-certified Arkansas Law Enforcement Training Academy in accordance with ACA 12-9-106. and three years of certified full-time law enforcement experience. The candidate must have (or be currently eligible to obtain) a CLEST professional instructor certification. It is preferred that applicants have a CLEST law enforcement “Intermediate” certification or higher.
Must possess a valid driver's license and be able to pass a full CLEST background. Other job-related education and/or experience may be substituted for all or part of these basic requirements, except for certification or licensure requirements, upon approval of the qualifications review committee.

Summary

The Park Superintendent II is responsible for overseeing specified operations of a small to medium-sized state park or overseeing the operation and facilities of specific portions of a large park. This position is governed by state and federal laws and agency/institution policy.

Functions

Supervises a small staff of regular and seasonal, professional, technical, administrative support, and service workers by interviewing, recommending for hire, training, assigning and reviewing work, and evaluating the performance of incumbents. Oversees the operation of the facilities of a small park or a specific portion of a large park such as a boat rental facility, visitor information center, snack bar or other park facility. Prepares and manages a park budget; monitors daily expenditures and the scheduling of work hours for regular and extra help employees to prevent overspending. Participates as part of a planning team to develop or expand programs and facilities, alter procedures, determine revenue sources and cost containment, and monitor operations, facilities, and programs to ensure that goals are met. Develops operating plans and schedules for year-round operations including preventative and routine maintenance schedules, construction projects, and special events, and estimates materials, manpower, equipment, time, revenue and costs required to support operations. Supervises and performs the duties of a law enforcement officer, including patrolling the park, monitoring activities, investigating accidents and incidents, responding to visitor inquiries, issuing citations or warnings, making arrests, securing facilities and checking for safety hazards or repair needs. Participates in or leads search and rescue teams to rescue climbers, stranded boaters or lost visitors and administers emergency first aid to accident or illness victims. Compiles, prepares, or oversees the preparation and maintenance of records and reports which may include financial records and reports, incident/accident reports, purchase requisitions/reports and a variety of other reports as required. Interprets and monitors the maintenance or development of natural, cultural and historic research sites to prevent disturbance of unique or endangered flora, fauna, and cultural remains. Makes public presentations regarding park facilities, operations, or special events to civic organizations, schools, and others to promote Arkansas State Parks. Performs other duties as assigned.

May operate a variety of park equipment including: vehicles, tractors, mowers, calculators, computers, chain saws, backhoes, slide and movie projectors, welders, and a variety of power tools.

Ability to manage the business and law enforcement activities of a recreational facility. Ability to operate light and heavy equipment, power hand tools and office equipment. Ability to communicate information and ideas to a diverse group of people.

Minimum Qualifications

The formal educational equivalent of a bachelor's degree in park administration, parks and recreation management, natural science, recreation administration, or a related field; plus two years of experience in park management, including one year in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
