The Licensed Tradesman is responsible for overseeing all areas of electrical or plumbing, or both, and may include supervisory duties within the Department of Finance and Administration, Division of Building Authority (DFA - DBA). This position is governed by state and federal laws and agency policy.


Installs, assembles, inspects, tests, maintains, repairs, maintains and overhauls electrical or plumbing systems, or both, in a state owned or managed facility pursuant to applicable codes. May determine needed services, receives work orders and determines priority of services, repairs, installation, and/or construction activities by prioritizing requested assignments and establishing deadlines. Maintains records of projects by tracking materials needed and used, equipment, tools, and labor requirements. Obtains competitive quotes and submits requisitions for materials and supplies, such as tools, equipment and replacement parts. Reads and interprets blueprints, manuals, schematics, building plans, and/or work drawings for electrical or plumbing areas, or both. Assists in the research, development and implementation of energy savings strategies for state owned or managed facilities. May supervise all areas of electrical or plumbing trades, or both, by evaluating and directing the work of others. May prioritize work assignments, establish deadlines, and evaluate work performance to ensure adherence to standard trade practices. May coordinate and schedule work assignments with one or more of the skilled trades in order to complete services, repairs, installations, and/or construction projects. May participate in the preparation and monitoring of the budget for one or more of the skilled trades by compiling and submitting projections; monitors expenditures through a review and approval of requisitions and financial reports. Performs other duties as assigned.


Knowledge, Skills and Abilities

Knowledge of the principles, practices, methods, and safety precautions in electrical or plumbing systems, or both. Knowledge of the laws, regulations, and codes relating to one or more of the skilled trades. Knowledge of management and supervisory principles and techniques. Knowledge of the state budgetary process. Ability to read and interpret blueprints, manuals, schematics, building plans, and/or work drawings. Ability to supervise licensed tradesman or building projects. Ability to plan and coordinate all phases of service, repairs, installation, and/or construction projects in one or more of the skilled trades. Ability to maintain inventory on needed parts and tools for one or more of the skilled trades. Ability to communicate effectively orally and in writing.

Minimum Qualifications

The formal education equivalent of a high school diploma; plus two years of experience in the skilled trade areas of electrical or plumbing, or both, including one year in a supervisory or project lead capacity.


Must be licensed as a Journeyman Electrician in accordance with ACA 17-28-304 or as a Journeyman Plumber in accordance with ACA 17-38-301.
