Position Summary:
This position oversees the Digital Services unit and administers the state and federal government documents depository programs at the State Library, and serves as system administrator for the digital repository. In addition to normal supervisory functions, management of the Digital Services unit includes the evaluation of workload, workflow and task assignments related to the Arkansas Documents Depository and Federal Depository Library programs, including proposing and implementing needed policy or procedure change. Additional responsibilities include leading internal digitization projects, administration of the online digital repository, and long term preservation planning of both tangible and digital collections.
Essential Duties:
- Administers the State Documents Depository and Federal Depository Library programs at the Arkansas State Library: oversees maintenance of the physical and digital collections; sets priorities and guides workflow for all related staff; proposes potential enhancements and escalates issues to leadership as needed.
- Serves as administrator for digital collections: coordinates all workflows related to the acquisition, ingestion, and long term maintenance of all digital collections, including delivery and developing metadata schemas consistent with ASL cataloging policy and procedure. Serves as main contact with platform vendors and submits support requests as needed.
- Leads internal digitization projects: plans, develops and implements workflows on all aspects of digitization projects across a variety of formats.
- Oversees agency relations: Ensures the library is represented appropriately in communications with numerous external state and federal agencies regarding all facets of the administration of the documents programs.
- Supervises and coordinates the daily workflow of Digital Services staff: Supervises, trains, and evaluates employees. Prepares reports on unit activities. Makes policy and procedural recommendations concerning the unit as needed.
- Maintains knowledge of relevant professional industry standards and tools: General knowledge of current cataloging standards and metadata schemas, trends in digital asset management and preservation, and maintains skill sets in the Library’s Digital Asset Management Software, metadata editing tools, SirsiDynix Symphony ILS and related applications.

Minimum Qualifications
Master's degree in Library Science (MLS) or Library and Information Science (MLIS) from an American Library Association (ALA) accredited program.
Minimum of 8 years of experience in library management or a related field.
Extensive knowledge of library science principles, practices, and technologies.
Proven experience in conducting research, data analysis, and program evaluation.
Strong leadership, organizational, and communication skills.
Ability to collaborate effectively with a variety of assorted personnel, including educators, community leaders, and internal library personnel.
Experience in designing and delivering professional development and training programs.
Familiarity with state and federal regulations related to library services.
Commitment to ongoing professional development and staying current with best practices in library science and information management.
Preferred Qualifications:
- Professional library experience in cataloging, technical services, or with a government documents depository program.
- Professional experience with digital asset and metadata management, and related systems administration.
- Practical knowledge of MARC, Dublin Core and other metadata schemas and their applications.
- Software skills: Digital Asset Management applications as a technical user or system administrator (specifically Preservica); Integrated Library System applications as a technical user or system administrator (specifically SirsiDynix Symphony ILS); Cataloging clients (specifically OCLC); MS Office Suite; Digital Imaging/Scanning software, OCR and Image Editing software
