POSITION:   Administrator, Network and PC Support Services Section

 

GRADE:        SE02

 

SUMMARY OF POSITION:          The Administrator of the Network and PC Support Services Section works under the direct supervision of the Assistant Director for Information Technology.  The Administrator is the immediate supervisor for the section personnel, and is responsible for the day-to-day management of the section.  The Network Services Section is made up of Network Specialists, PC Support Specialist, Production Assistant, Procurement Specialist, and the Help Desk Coordinator.  The section provides services including the design, development, maintenance, and monitoring of the network systems, live video streaming for committee rooms, and operations for the Bureau and the General Assembly, as well as a variety of services related to computer hardware and software implementation, support and maintenance of the PCs, laptops, and printers for the Bureau and the General Assembly.

 

Note: This position is a IST 13 under the new pay plan.

ESSENTIAL FUNCTIONS:          

 

  • Direct the planning and operation of the Network and PC Support Services Section, including reviewing and making recommendations regarding the needs for staffing, equipment, policies, and procedures.
  • Supervise section personnel, including staff assignments and the approval of leave requests.
  • Evaluate the job performance of section personnel.
  • Participate in the hiring of new section employees by writing the job vacancy advertisement, reviewing all applications received, interviewing applicants, providing input to the Assistant Director as to the best candidates for the position, notifying final candidates that the position has been filled, and drafting acceptance and rejection letters to applicants.
  • Train new section employees.
  • Ensure compliance with the Bureau Employee Policy Manual within the section.
  • Be available to members of the General Assembly and Bureau staff to provide technical services, as requested.
  • Maintain and administer computer networks, both wired and wireless, and related computing environments, including computer hardware, systems software, applications software, and all configurations.
  • Diagnose, trouble shoot, and resolve hardware, software, or other network and system problems, and replace defective components when necessary.
  • Plan, coordinate, and implement network security measures to protect data, software, and hardware.
  • Configure, monitor, and maintain email applications and virus protection software/hardware.
  • Operate master consoles to monitor the performance of computer systems and networks, and to coordinate computer network access and use.
  • Design, configure, and test computer hardware, networking software, and operating system software.
  • Monitor network performance to determine whether adjustments need to be made and to determine where changes will need to be made in the future.

 

 

OTHER FUNCTIONS:

 

  • Occasional out-of-state travel to conferences and seminars.
  • Perform other related duties as requested by the Assistant Director for Information Technology and the Director of the Bureau.

 

QUALIFICATIONS/SKILLS:

 

  • Five (5) years experience in a computer-related field, with two (2) of those years of which must be supervisory experience; OR the completion of technical training in computer science, data processing, or a related field acquired from a vocational, military, or industrial setting, with five (5) years experience in network systems administration, with two (2) of those years in a supervisory role.
  • Education, experience, and abilities commensurate with assigned duties and subject matter areas.
  • Knowledge of Bureau policies and procedures.
  • Ability to organize workload and set priorities.
  • Ability to communicate with Bureau Staff, state agency staff, members of the General Assembly, and members of the public.
  • Knowledge of supervisory practices and techniques.
  • Knowledge of LAN/WAN systems to help design and install internal and external networks.
  • Knowledge of computer hardware and software systems and affiliated support.
  • Knowledge of object-oriented programming languages.
  • Knowledge of client and server applications development processes and multimedia and internet technology.
  • Ability to customize and update computer systems.
  • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
  • Ability to address technical issues in both technical and non-technical terms.
  • Knowledge of network hardware replacement and maintenance.
