Position Summary
This position will be responsible for project management, business analysis, some limited programming, and other project-related requests as assigned. This role is at the cabinet level and serves as a utility member of the team with a broad skill set and intermediate to advanced level of expertise in order to support most areas of the IT Shared Services team. This position requires excellent interpersonal and technical skills in order to facilitate meetings and requirements gathering with both IT and non-IT staff. This position is also responsible for billing reconciliation and IT consolidation support efforts with OST, including asset inventories, etc.
This position requires on-site employment with no remote or hybrid options available.

Job Summary
The IT Supervisor/Expert serves as a senior leader within the state government’s IT disaster recovery and continuity planning operations. This individual is responsible for overseeing the IT disaster recovery strategies, policies, and procedures for the State of Arkansas. The IT Supervisor/Expert manages the disaster recovery teams, coordinates statewide recovery efforts, and works closely with other state agencies to ensure all IT systems are prepared for disaster scenarios. This role requires a high level of technical expertise, leadership, and strategic thinking.
Primary Responsibilities
The assignment of supervisory duties is determined by the hiring agency's operational needs. Non-supervisory roles will serve as senior technical experts.
Supervise and manage the IT disaster recovery team, ensuring the development, implementation, and testing of disaster recovery and business continuity plans for critical state systems.
Provide leadership and guidance to staff, ensuring alignment with best practices and state-specific disaster recovery regulations.
Ensure the training and professional development of disaster recovery personnel.
Develop and execute the state’s IT disaster recovery strategy, ensuring all critical systems have defined recovery procedures that meet state and federal regulations.
Lead the planning and testing of disaster recovery scenarios and ensure all IT systems, networks, and applications are covered by recovery strategies.
Collaborate with agency IT teams to integrate disaster recovery protocols into their systems and processes.
Conduct regular risk assessments and vulnerability analysis to identify potential weaknesses in the state’s disaster recovery strategies and mitigate risks.
Direct the response to IT-related disasters, including the restoration of services and data.
Ensure detailed documentation of incident responses and recovery efforts for compliance and audit purposes.
Work with external vendors, contractors, and other government agencies to ensure that disaster recovery systems and processes are up to date and capable of supporting the state’s needs during an emergency.
Prepare reports for state leadership detailing the status of disaster recovery efforts, risk assessments, and recovery plan testing results.
Knowledge and Skills
IT disaster recovery planning, business continuity strategies, and incident management procedures.
Disaster recovery tools and platforms, including backup systems, cloud-based recovery, and virtualization technologies.
Compliance regulations and frameworks (e.g., NIST, ISO 22301) related to disaster recovery and business continuity.

Ability to analyze risk and create strategic recovery solutions for critical state systems.
Proficiency with disaster recovery and backup tools, such as disaster recovery as a service (DRaaS), virtual machines, and data recovery platforms.

Ability to manage complex projects and collaborate across various state agencies.
Ability to lead disaster recovery exercises and simulate real-world disaster scenarios to ensure readiness.

Minimum Qualifications
Bachelor’s degree in information technology, cybersecurity, or related field preferred. At least five years of experience in IT support, disaster recovery, or a related field, including three years in a supervisory or leadership role. Certification in disaster recovery or business continuity (e.g., CBCP or similar) is preferred.
