This position will be in the DFA Office of Information Services Project Management Office. The position will serve as a Project Manager and is responsible for leading and coordinating projects from start to finish. They ensure that assigned projects are completed on time, within budget, and meets the required quality standards.

 

The mission of the Department of Finance and Administration is to provide Arkansas citizens convenient, effective, and courteous service which will encourage voluntary compliance with tax, license, and child support laws.

Job Summary

The IT Project Manager is responsible for planning, executing, and overseeing technology projects that support state government operations. This position ensures that IT solutions are delivered on time, within budget, and in compliance with state regulations. The role involves coordinating cross-functional teams, managing stakeholder expectations, and ensuring project alignment with agency goals and technology standards.

Primary Responsibilities

Develop and manage project plans, schedules, and budgets for IT initiatives. Define project scope, goals, and deliverables in collaboration with stakeholders. Monitor project progress, milestones, and risks to ensure successful delivery. Serve as the primary point of contact between IT teams, state agencies, and vendors. Facilitate requirements gathering, solution design, and implementation planning with business and technical teams. Coordinate cross-functional teams to ensure clear communication and alignment of project objectives. Provide regular status updates, risk assessments, and performance reports to leadership and stakeholders. Identify and mitigate project risks, security concerns, and compliance issues. Ensure adherence to Arkansas state IT policies, cybersecurity best practices, and procurement regulations. Implement contingency plans and issue resolution strategies for project challenges. Recommend process improvements and technology solutions to enhance efficiency and service delivery. Assist in the modernization of state IT systems, cloud migration, and digital transformation initiatives.

Knowledge and Skills

Proficiency in IT project management methodologies. Experience managing software development, IT infrastructure, cloud computing, cybersecurity, or digital transformation projects. Knowledge of state IT governance, security compliance frameworks, and procurement policies. Ability to lead teams, drive project success, and make data-informed decisions. Strong verbal and written communication skills to convey technical information to non-technical audiences. Ability to manage multiple priorities and adjust to changing project demands.

Minimum Qualifications

Minimum of three years of experience in project management engineering, systems administration, or a related field.

Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
