The Complaints Investigator Supervisor position is responsible for supervising employees with the resolution or referral of customer complaints and/or questions regarding State regulated utilities and performing related administrative duties.  This position is governed by state and federal laws and agency policies.

Job Summary

The Inspector Supervisor / Expert is a seasoned professional with extensive knowledge and experience in quality assurance, compliance auditing, or safety inspections. This role is responsible for conducting complex, multi-dimensional inspections across operations, facilities, or processes. The Inspector Supervisor / Expert not only identifies and assesses potential risks or deviations from established standards but also develops advanced inspection protocols, mentors junior personnel, and advises management on strategic improvements. The role is critical in ensuring that the organization exceeds rigorous regulatory and industrial quality benchmarks while continuously driving operational excellence and risk mitigation.

Primary Responsibilities

The assignment of supervisory duties is determined by the hiring agency's operational needs. Non-supervisory roles will serve as senior technical experts. Plan, prepare, and conduct thorough inspections of facilities, operational processes, or projects, often incorporating multiple inspection techniques and specialized equipment. Evaluate complex systems and processes to identify operational inefficiencies and wastefulness, safety hazards, or quality-related discrepancies. Perform detailed, high-level audits of compliance systems to ensure alignment with both internal standards and external regulatory requirements. Analyze inspection data to develop insights and trends, then prepare comprehensive reports with actionable improvement recommendations. Design, review, and update inspection checklists, guidelines, and procedures that reflect evolving industry standards and advancements in inspection technology. Ensure that all inspection protocols remain relevant, efficient, and in strict compliance with regulatory changes. Provide expert guidance and mentorship to junior inspectors, including hands-on training and performance reviews to bolster the overall competency of the inspection team. Facilitate knowledge-sharing sessions and ensure that best practices are communicated and followed across teams. Collaborate with cross-functional teams, including quality assurance, compliance, and senior management, to integrate inspection findings into broader operational and strategic initiatives. Act as a key advisor during risk assessments and contribute to the development of long-term corrective and preventive strategies. Maintain meticulous records of all inspection activities, ensuring that reports are comprehensive, data-driven, and accessible for future audits or management reviews. Monitor the implementation of corrective actions and verify that improvements are effective, revisiting areas of concern to ensure sustained compliance.

Minimum Qualifications

High School Diploma or GED. Minimum of 8 years of hands-on experience in inspections, quality control, internal auditing, or compliance roles. Demonstrated expertise in conducting complex and high-level inspections; experience in developing inspection processes and training teams is essential. Proven track record of mentoring junior personnel and providing strategic advice to management based on in-depth inspection analysis is a critical asset. Post-secondary technical training or an Associate Degree in areas such as Construction Management, Engineering Technology, Quality Assurance, Environmental Science, or a related field may be required. Certifications in compliance (e.g., Certified Quality Auditor, Certified Inspector, or similar credentials) may be required. Certifications related to safety or quality management (e.g., Occupational Safety and Health Administration – related training) may be required.
