Position Summary
The Human Resources Analyst will function as the Benefits Analyst. This position is responsible for conducting and coordinating new employee orientation programs as needed; explains the employee handbook, policies, and procedures; presents benefits package information to new hires; reviews new hire paperwork for payroll processes; coordinates other speakers with technical knowledge to meet with new hires.
Education and Professional Work Experience
Minimum Qualifications
The formal education equivalent of a bachelor’s degree in personnel management, public administration, organizational management or a related field.
Knowledge, Skills, and Abilities
- Knowledge of the principles and practices of human resources.
- Knowledge of state and federal personnel laws, policies, and procedures.
- Knowledge of organizational management, payroll, benefits, and budget processes.
- Ability to interview and extract information from application.
- Ability to analyze information and recommend appropriate action.
- Ability to plan and perform organizational analysis and feasibility studies.
- Ability to plan, organize, and direct the work of others.
- Ability to prepare and present oral and written information and reports.
Job Responsibilities and Expected Results
- Provide information and assistance to office staff, visitors, and callers.
- Compose and type routine correspondence and form letter, maintains activity logs and/or submits reports to supervisor.
- Provide information, assistance, and clarification to interested parties concerning agency/institution policies and procedures.
- Reviews documents including applications, forms, records, and reports for accuracy and completeness of information and compliance with laws and regulations and makes necessary corrections.
- Contacts submitting agency/institution or individual to obtain additional information or to correct discrepancies in documents and sends notification of acceptance/rejection.
- Conducts and coordinates new employee orientation programs as needed; explains the employee handbook, policies, and procedures; presents benefits package information to new hires; reviews new hire paperwork for payroll processes; coordinates other speakers with technical knowledge to meet with new hires.
- Facilitates education of all health benefits by planning and presenting annual open enrollment programs.
- Counsel retirement system members on available annuity options; explains procedures for purchasing or receiving retirement credit for previous services or reciprocal services.
- Authorizes payroll deductions to make benefits payments.
- Provides a variety of technical information from which employees and members may make responsible decisions concerning their benefits and retirement plans.
- Perform other duties as assigned.
