Job Duties:  The Project Coordinator works under the administrative direction of the Manager and assists the planning and development team as needed with evaluation, preparation and implementation of capital improvement and resource design documents, plans, and reports.  This position will assist with project coordination and planning for Division of Arkansas Heritage, and the Division of Arkansas State Parks.  This position serves as a member of an interdisciplinary planning and development team and is responsible for assisting staff, architects and engineers with the planning and development of new facilities and the repair/renovation/restoration of existing structures and infrastructure.  This position will monitor projects in the construction phase, this includes site visits, inspection reports, confirming stored materials, and reviewing pay requests.  Other responsibilities include preparing/reviewing plans and specifications, formulating site development design concepts, and site development plans, researching and assimilating information for special projects, records, reports, preparing and monitoring project budgets and expenditures, as well as preparing funding requests.  Some in-state, overnight travel is required.  Must be able to traverse rough terrain.gs09

 

Applicants must meet or exceed the following qualifications:  The formal education equivalent of a bachelor’s degree in historic preservation, landscape architecture, resource management, engineering, or related field; plus, two years’ experience in historical preservation, construction administration, or related field.

 

Preferred qualifications:  Formal education equivalent of a bachelor’s degree in architecture, architectural studies, landscape architecture, construction administration and landscape architectural studies.  Formal equivalent of a bachelor’s degree in engineering, civil engineering, mechanical engineer and structural engineering.  Work experience during enrollment in preferred degree programs will be considered.

Summary

The Grants Manager is responsible for managing the administration of designated grant, contract, and/or special programs. This position is governed by state and federal laws and agency/institution policy.

Functions

Directs the activities of a small to medium-sized professional and administrative support staff through lower-level supervisors, including hiring, training, evaluating job performance of subordinates, and coordinating work assignments. Coordinates and monitors the implementation of grants, contracts, and/or loan programs by overseeing funding procedures, developing goals and objectives, and monitoring implementation to ensure compliance with institution policies, laws, and regulations. Prepares financial reports, negotiates funding sources, monitors disbursements and invoices involving granting and contracting agencies, and allocates resources for programs. Prepares statistical reports by analyzing grant information, develops record keeping procedures, and disseminates information to program participants and funding sources concerning new programs or changes. Reviews grants for compliance, recommends reallocation of funds, and researches and recommends sources for new funding. Performs other duties as assigned.

Ability to prepare, present, and review oral and written technical information and reports. Ability to communicate effectively orally and in writing.

Minimum Qualifications

The formal education equivalent of bachelor's degree in business administration, accounting, or a related field; plus four years of experience in the administration of grants, contracts or related area, including one year of supervisory or leadership experience. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
