The Fiscal Support Supervisor/Expert (Cost Allocation) position Is responsible for overseeing activities that ensure compliance with the DHS Public Assistance Cost Allocation Plan (PACAP). This position oversees time studies (random moment time studies and 100% time studies)whlch are used to determine cost allocation for various agency positions; Is responsible for managing the Coding Validation Table (CVT) which validates the coding for all of DHS' s expense 􀁞ransactions; oversees the processing of CVT and position coding forms; assists with the quarterly updates to the PACAP; and reviews/complies data for the quarterly cost allocation run. 
This position supervises two staff who handle the daily operations of the above functions. 

Preferred Qualifications:

•    Proficient in MS Excel and Word.
•    Experience with creating expense error corrections and monitoring them through the cost allocation process.
•    Experience with time studies used for cost allocation, including the use of the EasyRMTS(tm) applications AlloTrac(tm).
•    Experience with cost allocation processes, including the use of the AlloCAP(tm) application.
•    Experience with creating new combinations used for coding positions and other transactions, including making entries/modifications in the Coding Validation Table.
•    Experience with the Direct Employee Certification application, including knowing how to handle rejections of direct certification.
•    Experience with the Pre-Cost Allocation Transaction Review System, including understanding how and why modifications are made.
•    Knowledge and experience in cost accounting.
•    Knowledge of cost allocation principles, allocation methodologies and federal grants.
•    Ability to apply regulations and compliance associated with cost allocation narrative and methodologies.
•    Ability to conduct research and analysis, perform quantitative quality assurance reviews and prepare reports.
•    Ability to monitor and evaluate the effectiveness of accounting systems and controls, identify problems and devise corrective actions.

Job Summary

The Fiscal Support Supervisor/Expert is responsible for overseeing a team of fiscal support specialists or coordinators and ensuring that all fiscal operations are completed efficiently, accurately, and in compliance with applicable laws and regulations. This position combines expertise in fiscal operations with leadership responsibilities, offering guidance and supervision to staff in day-to-day tasks.

Primary Responsibilities

The assignment of supervisory duties is determined by the hiring agency's operational needs. Non-supervisory roles will serve as senior technical experts. Supervise fiscal support staff in daily operations. Ensure that fiscal support services, including billing, payments, and accounting functions, are completed correctly. Provide technical expertise in resolving complex fiscal issues. Assist in the training and development of team members. Review and approve financial reports, reconciliations, and audits. Act as a liaison between other departments and the fiscal support team.

Knowledge and Skills

Strong knowledge of state fiscal policies, regulations, and best practices. Expertise in accounting, financial reporting, and budgeting. Excellent problem-solving and decision-making skills. Ability to lead and develop a team effectively. High attention to detail and ability to meet deadlines.

Minimum Qualifications

A bachelor’s degree in accounting, Finance, or a related field is preferred. Three to five years of experience in fiscal management or accounting. Previous experience supervising a team is preferred.

Promotion to the next classification level is at the discretion of the department and the Office of Personnel Management, taking into consideration the employee’s demonstrated skills, competencies, performance, workload responsibilities, and organizational needs.
