Position Summary

 

The Fiscal Support Analyst will function as the Fiscal Support Analyst (Operational and Travel Expenditures). The Fiscal Support Analyst is primarily responsible for the Field and Central Office Operational Expenditures and Travel Reimbursement Expenditures and Reporting for Arkansas Rehabilitation Services. This position is governed by Generally Accepted Accounting Principles, state and federal laws and agency policy.

 

Education and Professional Work Experience

 

Minimum Qualifications

 

The formal education equivalent of an associate degree in general business, business management, or a related field; plus, three years of experience in fiscal operations.

 

Preferred Qualification

 

  • Knowledge of computers and computer software such as Microsoft Office (Outlook, Excel, and Word).
  • Experience with AASIS Software or SAP-based software preferred.
  • Experience in general Accounts Payable preferred.

 

Knowledge, Skills, and Abilities

 

  • Knowledge of accounting principles and database management.
  • Knowledge of software applications.
  • Knowledge of applicable laws, regulations, and policies of the work section.
  • Knowledge of customer service techniques.
  • Ability to comprehend and assimilate technical and business-related documents.
  • Ability to apply policies and procedures and other applicable regulations associated with assigned department or program.
  • Ability to conduct research, perform quantitative quality assurance reviews and prepare reports.

 

Job Responsibilities and Expected Results

 

1 .Receive and review field and central office invoices, travel reimbursement forms and related documents.

2. Provide monthly reporting on mileage and other travel expenditures for the agency.

3. Enter expenditure transactions into AASIS payment system, accurately coding for general ledger, cost center and internal order information.

4. Verify accuracy of payment documents to comply with Federal and State audit requirements.

5. Receive new vendor information and submit reviewed documents to the Office of State Procurement.

6. Interface with agency personnel to clarify questions regarding operational and travel payment documents.

7. Process operational or travel refunds to expenditure and payment cancellations in a timely manner.

8. Research operational and travel expenditure discrepancies and questions by utilizing the AASIS system.

9. Assist with fiscal year travel budget preparation and management for ARS.

10. Organizes and maintains electronic and manual routing reports of payment documents for proper approvals and processing.

11. Assist with process and policy revisions, development, and implementation for the unit.

12. Cross-train with analysts responsible for client services expenditures and P-Card and Travel  Card review and ACDC payables.

13. Create desk reference to be placed on P: drive

14. Provide shared services to Division of Services for the Blind.

15. Perform other duties as assigned.

Summary

The Fiscal Support Analyst is responsible for performing a wide variety of fiscal related tasks that are standard or regular support duties within an assigned department or program and for researching financial data and preparing reports. This position is governed by Generally Accepted Accounting Principles, state and federal laws, and agency/institution policy.

Functions

Researches and analyzes data, develops or revise processes or policies based on research, and submits prepared report findings to supervisor. Develops and maintains databases, spreadsheets and other fiscal reporting mechanisms, reviews and audits fiscal information for accuracy and quality assurance. Provides technical assistance to others working within various databases and systems, including the state accounting system and general ledger, and assists in reconciling problems. Posts transactions to journals and/or ledgers, balances entries, and reconciles errors manually or electronically. Performs various accounting duties and assists with budgets and fiscal monthly and year end closing. Produces monthly production reports, statistical reports, or other regularly scheduled reports. May be responsible for proper and timely entry of time records, payroll related documents, purchase orders, personnel action forms, budget documents, labor distribution reports, or any other procedural forms required by other departments or divisions. May serve as a lead worker, providing training and guidance to fellow employees and establishing work plans, timeframes and/or deadlines or may supervise a small support staff by interviewing, training, assigning and reviewing work, and evaluating performance. Performs other duties as assigned.
