Job Summary
The Finance Analyst serves as a key member of the department finance team, responsible for supporting financial management, analysis, reporting, and decision-making processes within the department. This role requires an individual who can translate financial data into actionable insights and assist in the development and implementation of fiscal policies that adhere to state regulations and budgetary goals. The ideal candidate will demonstrate exceptional analytical abilities, a deep understanding of financial systems, and the ability to collaborate effectively with a wide range of internal and external stakeholders. This is a critical role in ensuring the effective stewardship of public funds and the financial health of department operations.
Primary Responsibilities
Prepare, review, and analyze financial statements, reports, and forecasts to ensure compliance with state laws, regulations, and budgeting requirements.
Conduct in-depth financial analysis of departmental expenditures and revenue streams, identifying trends and providing recommendations for cost control and efficiency improvements.
Assist in the preparation of the department’s annual budget, including gathering financial data, assisting with budget formulation, and tracking expenditures.
Monitor and reconcile financial transactions within the state’s accounting system, ensuring accuracy and timeliness of reporting.
Provide financial forecasts and budget projections to assist in long-term planning and strategic decision-making.
Work with department heads to evaluate and plan for future financial needs, ensuring alignment with state priorities and available resources.
Ensure compliance with the Arkansas state finance laws, including procurement regulations, tax laws, and state expenditure guidelines.
Assist in auditing processes, preparing documents for state and federal audits, and responding to audit inquiries.
Act as a resource for financial inquiries from department managers and staff, providing guidance on budget management and financial reporting tools.
Knowledge and Skills
Ability to analyze large volumes of financial data, identify patterns, and provide actionable insights to improve financial performance.
Ensure accuracy in financial reports, budget management, and compliance with state financial policies and procedures.
Ability to identify issues, analyze potential solutions, and implement practical actions to resolve financial concerns.
Exceptional written and verbal communication skills to clearly present complex financial data to both financial and non-financial stakeholders.
Minimum Qualifications
A Bachelor’s degree in Finance, Accounting, Economics, Business Administration, or a related field is required.
