Special Work Conditions: The FSW Clinical Specialist is responsible for providing consultation and technical assistance on a case management and supervising DCFS staff and activities. The foster care manager facilitates monthly staffing with DCFS resource supervisors, holds monthly meetings with recruitment partner and works closely with contract providers to ensure invoices are approved and paid timely. This position is also responsible for assisting local DCFS teams with questions, concerns and issues related to placements, licensing and resource parent portal. You will also assist resource families with questions, concerns and issues. This position also processes board payments, troubleshoots issues with board payments, travel and day care. The foster care manager supervises staff in the foster care unit.

Preferred Qualifications: Experience in working with children and/or families, some experience with community engagement or community resources. Supervisory experience is preferred but not mandatory. Public speaking and computer experience preferred.  Organizational skills are a must.

Summary

The Family Service Worker Clinical Specialist is responsible for providing consultation and technical assistance on case management and supervising children and family services staff and activities. This position is governed by state and federal laws and agency/institution policy.

Functions

Performs a lead role in coordinating predetermined work assignments of co-workers and/or subordinate employees by communicating prioritization of activities and project deadlines, reviewing and monitoring the work performed, interpreting policies, procedures, or precedents, and providing supervisory or management staff with project updates on a regular basis to ensure adherence to project goals and timeframes. Provides technical assistance by answering case-specific questions regarding foster care, protective services and investigations and provides information on resources and agency policy interpretations for subordinates. Conducts formal and informal training on policy, social work principles, and community networking. Establishes procedures, monitors service delivery, and makes suggestions for improvements. Reviews and approves case plans for protective, foster care and supportive services cases. Ensures routine and emergency coverage for county office or offices. Serves as client advocate and coordinates services with providers and other agencies. Presents informational programs on agency activities and services to local civic organizations and schools. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of the principles and practices of counseling, social work, and case management. Knowledge of state and federal laws, rules, guidelines, and agency policies and programs governing foster care and protective services for children and families. Knowledge of the principles, techniques, and methods of investigation. Knowledge of human service resources. Ability to plan, organize, and direct the work of lower-level supervisors and/or other subordinates. Ability to provide training and technical assistance on case management. Ability to perform case and situation analysis and develop plans for remedial action. Ability to prepare, present, and review oral and written technical and confidential information and reports.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in social work, sociology, psychology or a related field; plus five years of experience in child welfare or human service, or related area. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
