Preferred Qualifications:
Proven proficiency in Microsoft Word and Excel. Over ten years as a full-time law enforcement officer, with five years of successful supervisory leadership. Extensive expertise in criminal and administrative investigations, supported by a strong command of alcohol, tobacco, medical marijuana, and gaming laws.
Position Specific:
Must be a certified full-time law enforcement officer through the Arkansas Commission on Law Enforcement Standards and Training, or eligible to transfer an active Federal/State certification. Position requires on call, shift work, including nights, weekends, and holidays, as well as frequent in-state travel. This is a supervisory role within the Investigations Division, based in the Little Rock main office. Residency in the listed counties, or willingness to relocate, is required.

Job Summary
The Enforcement Agent II is a certified law enforcement officer within The DFA Regulatory Enforcement Division. The Enforcement Agent II possesses statewide law enforcement jurisdiction with primary responsibility for regulatory and criminal violations relating to alcohol, tobacco, and medical marijuana. The Enforcement Agent II is a first line field supervisor who oversees a team of 5-7 Enforcement Agent I’s in tobacco and alcohol compliance operations, inspections and related investigations. The Enforcement Agent II also directs Enforcement Agent I’s in overt and covert work environments ensuring adherence to laws, regulations, and agency policies within a designated jurisdictional framework. The Enforcement Agent II also addresses complaints by safeguarding community standards and public safety while fostering a culture of accountability and adherence to state law and agency policy. The Enforcement Agent II has demonstrated proficiencies in preparation of required documentation and mentors and develops Special Agent I’s. The Enforcement Agent II interacts effectively with varied audiences, including community members, business owners, and governmental bodies.
Primary Responsibilities
Monitors Special Agent I’s and ensures enforcement and compliance with pertinent, state, or local laws, regulations, and agency policies.
Conducts and or directs routine and unscheduled inspections of facilities, operations, or areas under jurisdiction.
Issues criminal and regulatory citations, physical arrests, warnings, or other forms of corrective action when identifying violations.
Investigate and/or assigns to subordinates violation reports or complaints regarding potential breaches of compliance, safety, or legal standards.
Directs and participates in the collection of evidence, interviewing involved parties, and compiles and reviews detailed investigative reports that may be used for criminal or administrative proceedings.
Collaborate with agency leadership, other law enforcement agencies, or other regulatory bodies when necessary to address more complex cases.
Serves with a highly developed working knowledge compliance, agency policy, regulations and state law.
Supports Enforcement Agent III’s in conducting educational sessions or briefings for community groups, businesses, and other personnel about new requirements or changes in the law.
Provides information and support to Enforcement Agent III’s in resolving conflicts or disputes regarding regulatory compliance and violations of state law in a fair and transparent manner.
Monitors and reviews records of inspections, enforcement actions, and investigative findings.
Assist Enforcement Agent III’s in identifying and developing, revising, and implementing policies or procedures that enhance overall regulatory compliance.
Assist Enforcement Agent III’s in preparation of periodic reports detailing trends, compliance rates, and recommendations for process improvements.
Assist the Enforcement Agent III in analyzing field data to identify systemic or emerging issues, offering recommendations for preventive measures or policy adjustments.
Assists Enforcement Agent III’s in interagency or cross-sectional meetings to align enforcement strategies with broader public safety or business integrity goals.
Prepares annual job performance evaluations; oversees performance improvement plans; for Agent I’s who are under the Enforcement Agent II’s span of responsibility
Knowledge and Skills
Expertise in the understanding of relevant laws, ordinances, and compliance standards as it relates to the Regulatory Division.
Ability to objectively analyze situations, collect pertinent evidence, and make informed decisions involving personnel matters, regulatory infractions, and State law.
Excellent oral and written communication skills required for report preparation and public instruction and interactions, to include testimony before regulatory boards, commissions, and courts of law.
Strong aptitude for conflict resolution and the capacity to engage respectfully and effectively with individuals across varied backgrounds.
Highly developed skill level with data management tools, mobile reporting systems, and general office software used for administrative duties, regulatory, and law enforcement programs.
Minimum Qualifications
High School Diploma or GED.
Must be a certified law enforcement officer with the Commission on Law Enforcement Standards and Training (CLEST) or have the ability to transfer another state or federal law enforcement certification to a CLEST certification.
Minimum of 4 years of relevant experience in a law enforcement.
Documented experience conducting inspections, investigations, or similar enforcement activities.
Demonstrated proficiency in managing both independent and team-based operational duties in the field is essential for handling the varied challenges of this role.
Licensure/Certifications
Must be a certified law enforcement officer with the Commission on Law Enforcement Standards and Training (CLEST) or have the ability to transfer another state or federal law enforcement certification to a CLEST certification.
