The Education Specialist is responsible for ensuring the educational rights and stability of children in foster care while working to coach and provide technical assistance to DCFS staff, resource parents, and stakeholders in educational advocacy. Specific duties include attending and advocating for children at their Individualized Education Plan (IEP) and behavioral support plan meetings; ensuring due process of children in foster care regarding suspensions and expulsions from school; ensuring DCFS remains in compliance with the Every Student Succeeds Act (ESSA) (e.g., maintaining school of origin, transportation plans, etc.); providing case consultations as it relates to the educational rights of children in foster care; regularly delivering the education module portion of New Staff Training to new caseworkers; reviewing and approving requests for tutoring services as well as home school, virtual school, and private school waivers for children in foster care; and, serving on statewide educational advisory and advocacy boards to promote the best interest of children in foster care.

Salary Range: $56,039.00 - $89,383.00

Summary

The Education Program Manager is responsible for overseeing projects and programs of division operations. This position is governed by state and federal laws and agency/institution policy.

Functions

Directs supervisors and support staff through approving hire recommendations, reviewing performance evaluations, evaluating the performance of immediate subordinates, and reviewing policies and procedures recommended by subordinates. Provides direction in the development of studies to identify needs, funding, management techniques, personnel, and equipment to meet the needs of the division. Coordinates other divisions in subject areas to meet immediate needs. Develops general long term plans and specific annual plans for division programs and projects. Develops division budget requests and monitors expenditures to direct reductions in various categories and to remain within budgetary limits. Compiles data for special projects or programs and recommends courses of action as indicated from analysis of data. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of the principles and practices of human resource and organizational management. Knowledge of state and federal laws, rules, and regulations governing division programs and activities. Ability to plan work unit objectives and operational activities and to assign and direct the work of subordinate supervisors. Ability to analyze data, project outcomes, and resolve problems. Ability to prepare budget requests and monitor expenditures. Ability to prepare and implement operating plans.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in business administration, public administration, natural science, or a related field; plus four years of experience in the related areas of management. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
