Boiler Division 

The mission of the Department of Labor and Licensing is to protect the health, safety and welfare of the general public and the wage earners of Arkansas through the administration, enforcement and provision of services related to licensing, permitting, code enforcement, and employment as authorized by Arkansas law.

 

This position serves as the Boiler Division Chief for the State of Arkansas.

 

***A.C.A. 20-23-202 requires the person in this position to have no less than 10 years of experience in the construction, maintenance, installation, and repair or inspection of high pressure boilers and unfired pressure vessels.

Summary

The Labor Inspector Supervisor is responsible for directing and supervising the labor inspectors at the agency and ensuring that all areas of responsibility including elevator, building, boiler, fire, blasting, and electrical codes are in compliance with national and state codes and regulations. This position is governed by state and federal laws, applicable state and national codes and standards, and agency/institution policy.

Functions

Supervises a medium-sized technical and support staff by interviewing and recommending for hire, assigning and reviewing work and evaluating the performance of incumbants. Administers certification examinations to agency staff to maintain accreditation of inspectors and consultants. Schedules and monitors safety consultative services to industry, including reviewing of reports and resolving technical problems encountered by the agency's inspectors and consultants. Develops and presents training programs in new or revised safety requirements and regulations to agency inspectors. Coordinates inspections with federal agencies and/or insurance company representatives upon request. Compiles information and prepares reports on operations and activities including: inspections, violations, consultation, and training. Performs other duties as assigned.

Dimensions

Frequent travel within the state and exposure to weather elements and construction sites is required. Occasional climbing of ladders and or stairs at construction sites is required. Exposure to hazardous elements in the field may be experienced. 24-hour

Knowledge, Skills and Abilities

Knowledge of supervisory practices and procedures. Knowledge of state and federal health and safety laws and regulations. Knowledge of applicable American National Standards Institute (ANSI) codes and standards. Ability to review reports for accuracy and completeness. Ability to plan, organize, and oversee the work of labor inspectors. Ability to develop and conduct safety/health training sessions and administer certification examinations. Ability to establish and maintain working relationships with others.

Minimum Qualifications

The formal educational equivalent of a bachelor's degree in industrial management, industrial engineering, or a related field; plus two years of experience in safety inspection or a related field; including one year in a leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

Licenses

Must be certified in appropriate inspection area by Arkansas Department of Labor.
