This position serves as the Senior Medicaid Financial Analyst and is responsible for completing Medicaid financial impacts, forecasting, national surveys, weekly spend reporting, and working with leadership on data request. 

Analyzing and interpreting Medicaid policies, tracking bills during legislative session, scheduling meetings with subject matter experts internal and external for collaboration on financial impacts.  Collaborating and reporting to the Medicaid CFO on all duties.

•    Ability to read and interpret Medicaid federal and state laws
•    Ability to communicate clearly for financial report presentations
•    Strong excel skills to perform complex pivot tables / formulas / data charting
•    Ability to analyze complex data and provided feedback and analysis to peers and leadership.  
•    Job involves complex forecasting involving populations trends, Medicaid capitation / fee schedules, federal match rates, calendar / state / federal fiscal years.

Summary

The Department of Human Services (DHS) / Office of Finance and Administration (OFA) Assistant Director of Accounting Operations is responsible for overseeing operational activities pertaining to accounts payable, payroll and additional financial functions within DHS. This position is governed by state and federal laws and agency policy.

Functions

Directs the activities of divisional personnel by managing subordinate staff, including interviewing, hiring, providing training, assigning and reviewing work, evaluating the performance of immediate subordinates, and acting as the reviewing officer for lower level division personnel. Develops the comprehensive social services block grant annual plans and program manuals; monitors its management through subordinate supervisory personnel. Generates overall operational activities within the general operations section, including accounts payables functions, payroll functions, and social services block grant plans. Develops the section annual budget requests; monitors approvals and rejections pertaining to disbursements of funds expressly allocated for sectional operations. Identifies guidelines governing both account payables and payroll functions within the division, and then prepares new policies and revisions for existing policies. Represents agency during legislative and additional financial meetings, including providing requested information for legislative officials and departmental managerial personnel. Generates corrective action plans for ongoing assignments to ensure compliance with both federal and state audit recommendations. Directs managerial personnel within the section by establishing operational objectives and internal processes concerning processing payments, identifying areas requiring improvements, conducting meetings, and reviewing section operational results. Regulates divisional operational activities pertaining to disbursements and recording of incomes for departmental cash accounts, including foster care trust funds, transition employment assistance funds, petty cash funds, and revolving travel funds. Performs other duties as assigned.

Knowledge of federal regulations governing accounts payables and payroll functions. Knowledge of principles and practices of organizational management and public administration. Knowledge of executive and legislative processes pertaining to human services operations. Knowledge of federal and state regulations pertaining to fiscal management, budget development, budget maintenance, asset management, and human resource management. Ability to analyze data, plan outcomes, and determine solutions. Ability to establish and maintain working relationships with others. Ability to plan and direct the work of subordinate supervisory personnel. Ability to interpret and apply laws for policy development or revision. Ability to organize, prepare, and present reports of recommendations to appropriate personnel.

Minimum Qualifications

The formal education equivalent of a bachelors degree in accounting, economics, business administration or a related field; plus six years of progressively more responsible experience in accounting or financial management or a related field, including three years in a professional management capacity.
