Summary
The Department of Human Services (DHS) Division of Children and Family Services (DCFS) Assistant Director is responsible for assisting in directing and overseeing of child welfare services to children and families of the State of Arkansas including protective, supportive, foster care, adoption services, and ensures day-to-day operations of the Division of Children and Family Services. This position is governed by state and federal laws and agency/institution policy.
Functions
Directs the overall operations and planning of the section to include administrative and program operations by providing guidance and assistance to managers and staff. Establishes the section's strategic plans, goals and objectives to accomplish the division's mission statement and ensures the section's focus in attaining the mission statement. Develops policies and procedures to comply with federal and state regulatory legislation applicable to section's programs; assists in the preparation of and with the introduction of new legislation relative to assigned programs; and ensures section's compliance to all governing laws and agency policies and procedures. Coordinates and evaluates the effectiveness of program activities in providing services to which the section is charged; coordinates internal and external audits performed by consulting and/or audit staff; develops and ensures proper internal control procedures. Submits section's budget proposals and directs management staff in the determination, formulation and implementation of legislatively approved appropriations. Represents the division at legislative sessions, trials, conferences, hearings, seminars, business and other meetings or on boards, panels and committees. Performs other duties as assigned.

Knowledge, Skills and Abilities
Knowledge of the principles and practices of social work. Knowledge of state and federal laws and regulations governing the administration of child welfare services and programs. Knowledge of the principles and practices of organizational management. Knowledge of state legislative and budgetary process and procedures. Ability to lead and/or direct and organize program activities. Ability to plan, organize and direct the work of the professional and administrative support staff. Ability to establish program goals and objectives supporting strategic plans. Ability to identify problems, evaluate alternatives, and implement effective solutions. Ability to communicate effectively and to represent the division at public and official functions.
Minimum Qualifications
The formal education equivalent of a master's degree in social work, sociology, psychology, behavioral science, human services, health care administration, or a related field; plus three years or work experience in social service programs or health care administration and two years of experience in a supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
