Summary

The Department of Human Services (DHS) / Division of Child Care (DCC) Assistant Director of Operations and Program Supervisor is responsible for supervising and coordinating licensure activities of community-based service programs. This position is governed by state and federal laws and agency policy.

Functions

Supervises a small professional staff by interviewing and recommending for hire, assigning and reviewing work, training employees, resolving work problems, and evaluating the performance of incumbents. Plans and coordinates the work activities for licensure programs to establish operational priorities, to schedule facility evaluations, and to ensure compliance with state and federal laws. Monitors and evaluates community-based programs for licensure by investigating documentation and vehicles and physical plants, determining compliance with departmental licensing standards, determining deficiencies, and developing plan of correction and making recommendations regarding licensure. Develops and recommends staff, material, and equipment needs for licensure operations managed to contribute to the formulation and justification of budgetary requests for the division as a whole. Develops and recommends policies, procedures, and standards for new and existing licensing programs to respond to changes in operational needs, objectives, and priorities and to improve the effectiveness of the program managed. Consults with and advises staff and licensing facilities to exchange information and/or provide assistance with policies, procedures, and guidelines. Investigates reported service complaints and makes investigative recommendations. Performs other duties as assigned.

Knowledge of supervisory practices and procedures. Knowledge of state and federal trends, standards, and legislation affecting community-based programs for the developmentally disabled. Knowledge of departmental licensing standards and evaluation methods for related community-based programs. Knowledge of the principles and practices of community-based programs. Ability to evaluate community-based programs and develop corrective action plans. Ability to plan, organize, and oversee the work of subordinates. Ability to confer with others concerning licensure criteria and make recommendations. Ability to monitor and coordinate activities of evaluation team members. Ability to conduct research, compile information, and prepare reports.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in social work, sociology, or a related human service field; plus six years of progressively more responsible experience in human service program administration or operations, or a related field, including three years in a professional supervisory capacity.
