This position will serve as an Assistant Deputy Director over the Division of Aging Adult Services and will be primarily responsible for the Skilled Nursing Facility (SNF) Programs. 

 

Special skills or Preferences:

 

Occasional travel (in state & out of state)

 

PREFERENCES:

  • Experience working with Nursing Home residents;
  • Experience working with Medicaid rules & regulations;
  • Experience developing service policies and implementing program manuals.

Summary

The Department of Human Services (DHS) / Division of Aging and Adult Services (DAAS) Assistant Deputy Director is responsible for serving as the assistant chief administrator for financial and personnel operations of the division. The position is governed by state and federal laws and agency policy.

Functions

Assists in the direction of the activities of divisional personnel through lower level managers and supervisors by determining overall division goals and objectives and by managing subordinate staff, including interviewing, hiring, providing training, assigning and reviewing work, evaluating the performance of immediate subordinates, and serving as performance evaluation reviewing official for lower level divisional employees. Supports the management of home and community based service programs, State Long Term Care Ombudsman Program, and Adult Protective Services, which intervene in life and death situations. Develops operational budgets in conjunction with division director, chief financial officer, and program administrators; authorizes purchase of supplies and equipment, and monitors operating budget, including analysis of trends affecting budget needs. Ensures adjustments are made in accordance with program changes to facilitate long-term planning. Reviews achievements and recommends required changes in goals or objectives resulting from current status and conditions. Formulates and administers divisional policies and develops long range goals and objectives. Responds to queries from state, federal and local government representatives and consumers on aging questions and concerns. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of state and federal laws, rules, regulations, policies, and procedures related to accounting and fiscal management, budget development and maintenance, and procurement and asset management. Knowledge of the principles and practices of organizational management and public administration. Knowledge of laws, principles, and techniques related to community based service programs. Ability to develop, implement, interpret, and apply state and federal laws and administrative and operational policies related to service areas. Ability to monitor roles and relationships of state and national policy-making and implementation processes regarding community based programs. Ability to oversee budgetary processes, including preparing and justifying requests and monitoring of operating budget. Ability to plan and direct the work of community based program professionals.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in public administration, social work, gerontology/geriatrics, public health, or a related field; plus six years of progressively more responsible experience in human services program management, including three years in a professional management capacity.
