Job Duties: 

Coordinates data management, analysis and reporting activities pertaining to federally-mandated requirements under IDEA (PL 105-17) with the Arkansas Department of Education’s (ADE) Division of Elementary and Secondary Education (DESE) Office of Special Education (OSE); supervises assisting personnel in matters pertaining to data acquisition, data entry, data cleaning, data analysis, and reporting of findings from the analyses; compiles and analyzes data to assure quality control and determine trends in order to meet federal reporting requirements (e.g., Annual Data Report); accesses information held in databases in order to respond to special requests for statistical and analytical reports; designs, develops, and reviews forms, surveys, or reports for outcomes/results; recommending any changes or solutions; providing information or distributing forms, surveys, or reports to appropriate recipients; participates in formal training of data submitters on information requested on reporting; assists in the coordination of activities within and outside the organization by attending meetings, committees, and workshops to ensure compliance with research and reporting requirements; updates and reports state data system needs and procedures, investigating discrepancies, preparing narratives of problem areas, and recommending corrective action; engages stakeholders with target setting and continuous improvement of the State Performance Plan/Annual Performance Report

 

Special Requirements:

 

The formal education equivalent of a bachelor’s degree in computer science, business administration, or a related area; plus five years of data management experience, including two years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. Summary

The Department of Human Services (DHS) Program Manager is responsible for planning and directing a specific human service program and providing technical assistance. This position is governed by state and federal laws and agency/institution policy.

Functions

Supervises a lower-level managerial, professional, and administrative support staff by interviewing and recommending for hire, training employees or arranging training opportunities, assigning and reviewing work and special projects, evaluating the performance of incumbents, and conducting staff meetings to clarify problems and obtain status reports. Determines program goals, objectives, and guidelines, develops and implements policies and procedures, evaluates program effectiveness and compliance, initiates corrective actions or revisions, and provides technical direction and administrative support to program personnel. Disseminates and interprets regulations, policies, and procedures to program participants, coordinates internal and external personnel and activities to identify needs, problems, and accomplishments of program, conducts meetings to discuss program progress or problems, and presents program workshops or training. Participates in the development of an operating budget by identifying program needs, preparing justifications, monitoring expenditures, approving reallocation of funds, and preparing related reports. Performs one or more of the following activities related to program responsibilities, including approving final orders, system design and/or licenses, researching and compiling survey and statistical data, and performing the duties of professional program staff as needed. Performs other duties as assigned.
