The EngageAR-Arkansas Service Commission AmeriCorps Program Manager has primary responsibility for oversight, monitoring and evaluation of service and sub-recipient programs.  In the absence of the Director, this position has primary responsibility for the day to day activities of the staff.

AmeriCorps Sub-Recipient Monitoring

  • Implement financial, operation and administrative programs of the AmeriCorps sub-recipient program in compliance with the federal Corporation for National and Community Service, including the Notice of Funding Opportunity, sub-application review and approval process, monitoring, with emphasis upon fiscal management
  • Create and maintain tracking/monitoring systems to meet federal grant compliance requirements; communicate policy and procedures to Program Officers; maintains fiscal records and oversees processing of monthly sub-recipient invoices
  • Conduct bi-annual site visits and annual desk reviews of sub-recipients to ensure compliance with grant provisions and applicable federal regulations.
  • Monitor and evaluate quarterly Program Officer Program reports determining effectiveness of programs and adherence to goals and objectives, as well as the State Service Plan
  • Review and analyze federal regulations, state laws and AmeriCorps administrative requirements to formulate appropriate policies and procedures for successful implementation of AmeriCorps programs
  • Complete research on best practices; collect data; analyze and develop reports; maintain statistical information on program performance and communicates data to stakeholders

AmeriCorps Program Development and Strategic Planning

  • Stay abreast of developments and trends within the field of national and community service by reading professional publications and attending local, state, national and international conferences and symposiums
  • Promote community and national service as a means of community problem solving, facilitate cooperation of government and community groups to address community problems
  • Serve as specialist in Program Planning Grants

EngageAR Office Management

  • Participate in America Service Commission committees
  • Participate in professional and volunteer committees, conferences, boards, and task forces to foster an ethic of service and promote national service
  • Manage fiscal accounting for the office, including all state general revenue, Commission Support Grant, Commission Investment Fund and other revenue
  • Work to support Commissioners, participating in sub-committees, providing training, information and resources
  • Participate in National Days of Service
  • Attend all special and recognition events
  • Perform related responsibilities as required or assigned

Annually complete the CNCS’ National Service Criminal History Check and maintain certificate in personnel file

Summary

The Department of Human Services (DHS) Program Administrator is responsible for overseeing, monitoring, and evaluating service and grant programs. This position is governed by state and federal laws and agency/institution policy.

Functions

Supervises a subordinate staff by developing short and long term goals and objectives, determining the allocation of internal and external resources, advising staff seeking guidance, and overseeing the functions of program activities to ensure fulfillment of the organization's mission and objectives. Interviews, recommends for hire, trains, coordinates, assigns, reviews work, and evaluates the performance of incumbents. Monitors and evaluates service programs and recommends corrective action when needed. Writes and implements grants, assesses grant criteria to ensure compliance, and researches alternative grant sources. Provides technical assistance regarding program, personnel, and policy matters and provides oral/written information and testimony. Develops and prepares operational and personnel budgets by analyzing, compiling, and preparing reports, proposals, and correspondence. Serves on various committees and task forces to stay abreast on service program information. Performs other duties as assigned.

Knowledge of programs and services administered to aid children and families. Ability to conduct inspections to determine compliance with laws, standards and regulations. Ability to prepare, present, and review oral and written information. Ability to monitor and evaluate the effectiveness of programs and services.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in general business, sociology, psychology, or a related field; plus four years of experience in social services, organizational management, or a related area, including one year of experience in a supervisory capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
