Summary

The Department of Human Services (DHS) Financial Section Manager is responsible for directing the activities of a financial management section within a large financial management division. This position is governed by the Generally Accepted Accounting Principles, state and federal laws, and agency policy.

Functions

Directs the activities of a large supervisory, professional, and administrative support staff directly and indirectly through lower-level supervisors by delegating authority over and responsibility for various functions, interviewing and hiring or reviewing and approving recommendations for hire, evaluating performance or approving the evaluations conducted by lower levels, training or arranging for training of subordinates, and recommending or approving a variety of other personnel actions. Provides technical direction to staff involving interpretations of federal or state law, program requirements, agency policy, plans or operations. Prepares or directs and oversees preparation of various reports in such areas as cost allocation, contract payments, cost center coding, expenditure projections, cash flow analysis, accounts receivable/payable, and billing. Coordinates with systems management personnel to design or modify data processing systems or reports or to design new reports to satisfy requirements. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of the principles and practices of accounting. Knowledge of state and federal laws pertaining to fiscal management and purchasing. Knowledge of the principles and practices of human resource and organizational management. Ability to analyze data, project outcomes, and develop and implement procedures and systems for coordinating and controlling diverse financial activities. Ability to prepare and present fiscal information to agency management. Ability to plan, organize, and oversee the work of subordinates. Ability to utilize Microsoft Excel to prepare financial spreadsheets.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in accounting or a related field; plus four years of progressively more responsible experience in fiscal administration, including two years in a supervisory capacity.
