Requirements:  At least (2) years of experience working with public health data-analysis, particularly experience with the development and utilization of Medicaid data, metrics development, and data-focused performance tracking.

 

 

Preferred Qualifications:  

Three (3) years of supervisory experience. 

At least one (1) year of experience working with IT systems and operations, computer programming, and system design.; particularly

the Medicaid Management Information System (MMIS) and other software programs used by DMS. 

Experience with the submission or processing of Arkansas Medicaid claims.   

Knowledge of Medicaid State Plan and Waiver documents and the amendment process is preferred.

Experience preparing written reports, policies, or other documents for use by the general public.

 

Job Summary:

 

The Senior Business Technology Manager is responsible for overseeing overall systems operations for DMS and Medicaid programs, as well as for creating and submitting certain reports for AR Medicaid to state and federal authorities. This position is governed by state and federal laws and agency/institution policy.

 

Job Duties & Responsibilites-special functions performed:

 

This position will provide direct program support to DHS/DMS staff and serve as the liaison between DMS and other divisions, agencies, and vendors associated with software and data processing. This position will also serve as a subject matter expert for software and data systems projects and contracts; provide communication, education, and information regarding DMS program needs for software systems, data processing, and reporting capabilities; create certain reports related to AR Medicaid for submission to state and federal authorities; and collaborate with DMS and OIT staff and other stakeholders within designated timeframes. Essential job functions include:

 

1. Providing technical support and training for software development, changes, and utilization.

2. Understanding and utilizing project-tracking databases to assist in the documentation, collection, and interpretation of data to meet reporting requirements.

3. Serving as a liaison with DMS systems vendors to ensure data processing and systems work efficiently

4. Acting as the subject matter expert (SME) with other stakeholders, both internal and external, regarding Medicaid Operations

5. Maintaining accurate statistical data.

6. Making recommendations for systems and processes changes to improve efficiency and efficacy of DMS programs.

7. Developing reports for use by DMS and DHS executive leadership, and compiling reports from various DMS units and DMS vendors to analyze compliance with federal and state      law and DMS regulations and contract requirements.

8. Coordinating with Medicaid oversight agencies, both state and federal, to provide required documentation and responses

9. Monitoring and troubleshooting software system processes and change-order processes to ensure timely, efficient, and effective results for DMS staff and other DMS software       system users.

10. Overseeing development of AR Medicaid Enterprise Systems fixes.

11. Monitoring and reporting on activities and evaluation metrics for progress.

12. Meeting regularly with assigned staff and vendors to communicate pertinent information, needs, and requests to other team members and vendors, as appropriate.

13. Communicating effectively with internal and external clients.

14. Establishing and maintaining relationships with key stakeholders, partners, and other constituents to achieve expected goals.

15. Following state and federal protocols regarding data confidentiality/security and HIPAA compliance.

16. Developing internal controls for use by various DMS units

17. Supervising, directing, and managing staff.

18. Reviewing and approving claims, including paper claims, for processing, as needed.

19.  Assiting with the development of processes and procedure to improve efficiency and meet the goals of DMS.

20. Additional duties as assigned.

Summary

The Department of Human Services (DHS) Division of Medical Services (DMS) Business Operations Manager is responsible for overseeing the overall operation of the business office, supply/purchasing, and the computer operations. This position is governed by state and federal laws and agency/institution policy.

Functions

Supervises a medium to large staff by interviewing and hiring, providing training opportunities, assigning and reviewing special projects, evaluating the performance of incumbents, and reviewing and approving managerial and staff recommendations and administrative actions. Participates in the establishment of goals, objectives, and short and long-range planning related to the financial responsibilities of the facility. Evaluates service delivery of vendors for effectiveness and compliance with agreements. Initiates corrective actions and revisions and provides technical directions and administrative support to program personnel. Works with Assistant Director and Department heads to assure compliance with federal and state financial regulations, policies, and procedures. Disseminates and interprets financial policies and procedures to appropriate staff. Investigates and resolves complaints related to service delivery. Monitors and analyzes activities to identify spending trends, problems, and progress. Identifies operating alternatives and advises on contract or grant development and special projects. Provides direction to section heads by disseminating and interpreting laws, policies, and procedures related to financial operations. Performs other duties as assigned.

Knowledge of state and federal laws related to program area. Knowledge of divisional programs, policies, and procedures related to program areas. Knowledge of the principles and practices of human resource and organizational management. Knowledge of planning, monitoring, and evaluation techniques. Ability to interpret and apply related laws and regulations. Ability to evaluate program and service delivery effectiveness and revisions or corrective actions. Ability to prepare and present verbal and written information and reports. Ability to establish comprehensive organization systems and programs and to direct operations through subordinate managers.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in general business, social science, or a related field; plus four years of work experience in social service program organization and administration. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
